It is also widely dependent on the people of the places from where Ganga flows. Why can't the government put a special mandate on the cities and villages located alongside rivers or water bodies(holy rivers for a start), stating that anyone dirtying the waters would be fined and imprisoned without bail? The fine should be nothing less than INR 20,000.

Also, the government should take ruthless initiative against sand mafia in Ganga and the factories that are throwing their waste into the rivers. Not just in Ganga but most rivers. All factories should be located far away from water bodies and also on non-arable lands. Bring this rule and see how rivers of India become clean like European rivers.
