From You interpretation it follows that ships between Japan and South Korea must be escorted by Navy ships, or Israel has the right of inspection because they are blockading Gaza.

The wording is ambiguous, I give You that, but there are only two alternatives.
The conditions are combined using AND or OR.
If they are combined using AND, the result is ridiculous.

If Turkey ships weapons, cement, and other things on the Israeli contraband list to Alexandria Egypt on an Italian Ship travelling in Turkish territorial waters, through International Waters and then in Egyptian territorial Waters. Never inside the blockaded area.

Does Israel have the right of inspect? I think not.
Assuming they do inspect, what do they do with the contraband?

It does not make sense that they have any right to confiscate anything.
