Islands that vietnam lost in paracel

Vietnam can't win a war in navy battle which was happen in 1974 and 1988 . vietnam totally lost and even their islands . I feel vietnam should not use conventional way of fighting . Navy war is not likes fighting in a jungle which involve many people. Vietnam need high technology and advance weapon for their navy and airforce.
I have attach a few pic of Paracel islands which vietnam have been lost.
