Pindi boys on their bikes zooming by in shorts, t-shirts and loud cylincer

People need to realize that it's not 100 rupees at the cost of eliminating people who annoy family.

They should've made it refundable if someone actually bought an item and put this fee on everyone minus families.

No one is stopping low class from coming to the malls. Shops can't make money if mall is only crowded with window shoppers or people who need cool air.

I don't mean to target one particular region, any person who is in the mall only to get cool air and to annoy actual shoppers needs to pay this sum.

In western society, there is no load shedding and bus fare isn't cheap either, so our malls don't get over crowded with teasers and window shoppers. There are window shoppers nonetheless, but we know how free Pakistani society is. Actually, even women should be charged entry fee and refund if they purchase something. So many women are house wives and since nothing to do when load shedding, let's go mall and annoy the shop keepers, tell them to show this cloth or that and prevent actual buyers from purchasing

It's a common problem in India as well. A lot of people roam around malls even if they don't want to buy a thing or eat. In a shopping mall in my city they charge you INR 50 parking fees if you don't have a purchase slip.
