These types of people attack fellow Muslims far more than they do to non-Muslim states. There's a reason why Assad sometimes transport ISIS fighters and their families to rebel held areas because ISIS always aim for fellow muslims before they go after non-Muslim enemies. They view the other muslim groups as apostates and prioritise fighting an apostate over kuffar.

AQ isn't really relevant anymore except some minor presence in North Africa. They can continue having some sort of presence but the are largely non-influential at this point.
