It depends if it is an internal or external intelligence agency, for example you have the CIA external and the FBI internal in the US, MI6 external and MI5 ynternal in England.. this is the worldwide standard..

One may look at the sheer number of incidents of terrorism in Pakistan since 2001 and wonder. We should be humble in our judgement.

Anyone can make their own subjective list. It Has no value really. What Russia did in the US elections along is bigger than what Pakistan has done in the last 30 years. Compare the behavior of top intelligence agencies to ISI. It’s far behind. The ISI is ok agency but those thinking it’s the best in the world have their heads under the sand.

A top intelligence agency would never have made the blunders ISI has made in the last decade.

You are going overboard----. Who does not know the blunders committed by the super star 'agency'---. ISI is nowhere close to doing those blunders---.

The ISI is supposedly the only working institution in your country, it can’t afford blunders....which it has committed by the dozens. Other countries have competing agencies that fill gaps in capabilities. You don’t have such luxuries

The ISI is proficient in intelligence collection through human intelligence. It’s technical capabilities are lacking, even when compared to RAW and it also lacks analytical evaluation of intelligence. Some experts have gone as far as to claim that ISI is not an intelligence agency in the modern sense.

The proof is Pakistan's sufferings from terrorism and war and USA.

You are forgetting the number of enemies and the efforts to undo Pakistan, id say ISI has remained very successful. From the Russians in 1989 to till date the number of enemies have increased yet Pakistan still remains and grows stronger.
