Well first we have to make sure that this so called confession is present in the book and not some misinterpretation by TOI. We all know how good Bharati media is in making news against PA and ISI. TOI is the worst of them.

Even if this is true, you should look at what he actually said. He is taking about rogue elements, the same ones who have been attacking Pakistan and were purged out from ISI long ago.

When someone has been kicked out of an organization and turns against it, then he cannot be labelled a part of that organization anymore. ISI's own men and our army has been attacked by these elements. These are the same Jihadi's that were the part of Zia's team for Afghanistan and they were never de-radicalized.
