ISLAMABAD: The inspector general of the Punjab Police, under Governor Salmaan Taseer, has offered postings to 32 DSPs, most of whom were made OSDs (awaiting posting) by the Shahbaz Sharif administration after being found extremely controversial by the ISI and other intelligence agencies because of their reputation and performance.
Adding insult to the injury, all these police officials have been assigned jobs in the Special Branch allegedly to use their muscles in the present political wheeling-dealing so that the PPP could form government in the Punjab.
Sources say the decision of Salmaan Taseer has raised many eyebrows and even left a few in the ISI frowning as this elite intelligence of the country has placed these DSPs on the negative list due to adverse reports about their efficiency and integrity.
The sources say the Punjab government is now considering offering jobs to even 82 SHOs and 800 revenue officials, who too were made OSDs by the Shahbaz government due to their controversial reputation and on the basis of a detailed exercise conducted to identify the most controversial officials in the police and revenue departments.
Shahbaz Sharif had engaged different intelligence agencies besides getting input from the concerned departments to compile the lists of the SHOs, DSPs and revenue officials, including Patwaris, Naib Tehsildars, Tehsildars, etc.
The strategy of the former chief minister of Punjab was to make all such officers OSD and then pursue disciplinary proceedings against each one of them on the basis of documentary evidence. Amongst the 42 DSPs, two had been dismissed while disciplinary proceedings had been started against some others.
Shahbaz Sharif had the reputation of a good administrator, who even at the cost of annoying his party MPs used to run the civil administration and police on the basis of merit and the rule of law. To his credit, he got the civil bureaucracy depoliticised and made the civil servants, including police officials to perform to the best of their abilities. Corruption was remarkably checked and curbed under Shahbaz Sharif while the bureaucracy was made to work round the clock to serve the masses.
Interestingly, IG Punjab Khalid Farooq chose March 3, the day when the Sri Lankan cricket team was attacked by terrorists despite a clear prior warning issued by the CID but overlooked by the government, to offer posting order of the 32 DSPs to the Special Branch, which interestingly is assigned with the sensitive job of checking threats to internal security.
These DSPs, most of whom were categorised in C or D grades by the ISI in terms of their efficiency/professional competence and integrity/general reputation, include Aamir Masood, formerly SPO Gulberg, Faisalabad; Hasan Daniyal Bashir, ex-SDPO Chunian; Shams-ul-Hassan, ex-SDPO Baraghar Circle, Nankana Saheb; Aftab Ahmad Butt, ex-DSP Traffic Lahore; Shokat Ali Joiya, ex-DSP VVIP Security Lahore; Ghulam Abbas, ex-SDPO Mailsi Circle, Vehari; Ghulam Muhammad, ex-DSP Special Branch; Hashim Ali Bukhari, ex-DSP Investigation Bahawalpur; Jamil Afzal, ex-DSP traffic Faisalabad; Liaqat Ali Tarar, ex-SDPO Saddar Circle Hafizabad; Mehmood Safdar, ex-SDPO Summundri Circle Faisalabad; Malik Muhammad Iqbal Bachar, ex-SDPO Malikwal Circle Mandi Bahauddin; Mamoor Ali Qureshi, ex-DSP headquarter Khanewal; Muhammad Akram Niazi, ex-SDPO Sadar Circle Vihari; Muhammad Amin Zahid, ex-SDPO Sadar Circle Faisalabad; Muhammad Hayat, ex-DSP Investigation branch Punjab; Muhammad Shafi, ex-SDPO Saddar Lodharan; Muhammad Yaqoob, ex-DSP Dera Ghazi Khan; Muhammad Yousaf, ex-DSP Investigation headquarter Vehari; Muhammad Ziaullah, ex-DSP Traffic Toba Tek Singh; Noor Muhammad, ex-SDPO Jalalpur Pirwala Circle Multan; Rashid Ahmad Tahir, ex-DSP special branch Punjab; Riaz Barkat, ex SPO North Cantt Circle Lahore; Riazuddin Gillani, ex-SDPO Jatoi Circle Muzzafargarh; Sajid Hussain, ex-SDPO Sadiqabad Circle, Rahim Yar Khan; Sh. Salahuddin, ex-SDPO Muridke Circle, Sheikupura; Waqar Ahmed Deu, ex-DSP Mobile Lahore; Zahid Hussain Shah, ex-DSP People Colony/VVIP City Traffic Police Faisalabad; Muhammad Aslam Jam, ex-SDPO Saddar Circle Bahawalpur. Bashir Ahmad Shah, Khalid Butt, Bashir Ahmad and Hashim Ali Bukhari are other DSPs, who were awaiting posting but now given assignment in the Special Branch.
