1.Pakistan has to demilitarize Pakistan admin Kashmir ( since pakistan was the aggressor ) For the second process to happen.
2. after Pakistan Withdraws India has to withdraw its forces but has to keep minimum security forces in Kashmir to defend against pakistan (since pakistan was the aggressor ) also to held a referendum peacfully.
3. once above steps 1 and 2 are satisfied step 3 could take place which is referendum.

First Pakistan denied to pull it troops out of kashmir.. that's the main reason.

and it was the pakistanis who invaded the sovereign Kashmir and created all this problems for the Kashmirs, if they havn't invaded then Kashmir would have been a peacefull country.

your forgetting that theres some countries out there that dont want peace between india and Pakistan.(you know who im talking about) they ruined peace talks before when they took out the ttp leader(hint). the best way to think of it is if something happens, who benefits from it. and if india and Pakistan is at each others throats then they need weapons to get at them. and who does india and Pakistan get their weapons from? but if theres peace then theres no need for weapons.
