Investments can come as either FDI, FII or Loans.

Think about it. If you want to start a Business that costs $100K, you could save for the next 10 years or you could take a loan and start it immediately.

When you have a idea like CPEC, time is the essence. You need huge investments in a very short period of time. Fortunately Pakistan has a bank in China who is willing to lend at very negligible interest rates. You should make use of this opportunity and get CPEC done in 3-5 at max. Just need to keep approving projects and get them done immediately.

4% of Chinese GDP not trade mind you is around $400 billion and if you want to earn $8 billion on it that's around 2% you have to charge.now if you take the actual trade then the % charged will be even higher to get the $8 billion.
now compare the biggest toll booth in the world,Panama and see how much trade flows through it and how much they make out it a year. you will lol on yourself mate
