Parliment approval is only used when when gov't wants to reject something so they send it for a vote in parliament and let the motion get rejected as a cover to put the blame on someone else.

I never noticed this in the 1000 rupees bill, however, the Turkish crescent is at a different angle to the Pakistani one. The designers should have gotten it right.

Pakistan flag is based on several flags including Dilli Sultanat, Mughal one, and Muslim League flag.

Muslim League flag in turn is based on the Turkish flag, especially the Green one which symbolizes the Khilafat.

The message is clear.

That's not the Turkish flag, it's the Pakistani flag. The colors used to print the currency make it seem red. The same flag can be seen in green on the Rs.500 and brown on the Rs.5000 bills.
