Whenever Pakistan and Afghanistan move towards dialog and peace , there are disturbances created in Afghanistan

While india is partially responsible , the other country in the region that has an interest in strained Pakistan Afghanistan relations is IRAN!

We can't say for sure until we have the evidence but we should keep an eye since Iran surely has stake and normally opposed to what Pakistan supports. Iran has much more clandestine way of dealing things; they seldom go overt.
