Because this isnt the civilian iranian space agency,the one that was gutted by rouhani as a freebee to his eurotrash bffs,this is the irgcs space program.Its a little bit like the difference between nasa and the us airforce space command.

It's not normal at all !

Efficiency of launch system and technology used in the satellite is not comparable with previous satellites.
