I think they probably wanted some sort of MAD in place. Pakistan obviously has no sanctions left. Iran didn't even have any bombs and has been sanctioned for 35 years. But hey, good going anyway. I'm not saying Pakistani scientists are too stupid, or the people of Pakistan. Maybe you've had a little hand, or they just ignored some things, but you got what you wanted.
