the article doesn't make clear, so it is not drought causing depletion of river, you have a dam built upstream from isfahan, and yet the extraction/water stress is too high from farmers? isnt the whole point of dams, canal and irrigation system under central regulatory authority to control the amount that is available for use if it is being overused and depleted by farmers, or to release more when there is underutilization/dry top soil?
seems purely a management issue, but i find it hard to believe the authorities in iran are that incompetent. farsis are pretty smart people from my limited dealings with them.
other factor of course is the nature of topography. iran has less rainfall or monsoon to support the water cycle, especially in its hinterland. and even just satellite images give an idea of how much arable land is available over vast areas in general, whether plains or rugged landscape.
west asia is blessed with fossil fuels and very little farmland, whereas for south asia it is opposite. only seasonal rivers/tributaries dry up for portion of the year in subcontinent, otherwise it's unheard of for major rivers to become completely barren like in the picture. even tiny bangladesh probably will never run out of minimum food, water for basic needs. population control is the real challenge.
notice how afghanistan is complete dud land. not suprisingly afghanis of all ages and regions risk their lives trafficking themselves either to iran's oil economy where they face abuse or to Pakistan for food, water and decent livelihood.
