Baluchistan seems like world apart, why isn't the Pakistani government trying to bring more law and order there?

And gotta give it to the levies, look the poor guys weapons, vehicles, uniforms and their stations and they still serve Pakistan with dedication and bravery. Baluchistan levies need better salaries and equipment.
