Iran Offers Oilfield, Pipeline to India for Raising Oil Imports

Rattled by India's sharp cut in purchase of its oil, Iran on Monday offered oilfields on lucrative terms, routing gas pipeline through sea to avoid Pakistan, and insurance to refiners provided New Delhi raised oil imports.

Iran mounted a high-level delegation led by its Oil Minister Rostam Ghasemi to impress upon New Delhi to raise oil purchases, which were cut to 13.3 million tons in 2012-13 from 18 million tons in the previous year.

This year, imports are slated to fall further to around 11 million tons, with Mangalore Refinery and Petrochemicals Ltd (MRPL), which bought 3.9 million tons of Iranian oil in 2012-13, not importing any so far this fiscal.

“The Iranian side encouraged the Indian side to increase its crude purchase,” said an official statement issued after Ghasemi met his Indian counterpart M Veerappa Moily.

“The Indian side explained that it would encourage companies to maintain their engagement in terms of crude oil purchase, taking into account their requirements, based on commercial and international considerations,” it said.

Iran shouldn't have to "offer" us anything, we had a very good relationship even till 2008 and thus on principle we should be cooperating with each other. But I guess Iran understands that we have our own pressing matters and these have ensured that we've had to take certain stands which were not in Iran's interests.

The recent news on Indian investment being released for refurbishment of Chabahar port was heartening to say the least.

On the purchase of crude oil:- We want to purchase it from Iran since it has been and still is a trusted supplier BUT due to American pressure no ensurer is ready underwrite such imports and that's killing our ability to do so. Otherwise many of our refineries are geared specially for operating with Iranian crude and to make them fit for using crude form any other source requires major upheaval and investment- which we would have liked to avoid.

routing gas pipeline through sea will make IRAN-INDIA pipeline a feasibility ; hope we had done it before , so it would have been sanction proof !

1. UPA govt don't have guts to confront USA on Iran matter.
2. Repayment is issue for IRAN.

India can re-route the Irani crude oil, Buy thru russian or chinese vendor... Open a dummy office in Russia/China and purchase thru that..

Hope our politicians understand it...

With the sort of relation most of Indians and our govt would like to have with Iran, this kind of 'offering' wasn't required. Iran is strategically imp for India and I for one would like to see Iran & India co-operating in many issues in future.

If Iran sells its Oil, it will be not USA, Not Russia, Not India, nor China, who will be in Loss, it will be only Gulf which will face a deadly competitor. They cornered Iraq with diplomacy with NATO, now it is Iran's turn.

Depends on the time and cost to build such a pipeline and the costs to maintain them. Pakistan might not be happy, since the would get transfer fees if the pipeline would go through Pakistan, but for a safe delivery, an independent underwater pipeline would make sense. Maybe one could even extend this pipeline to Afghanistan to get deliveries from both countries, which would make it more economical I guess.

The other side of the story is how GoI will balance the relations with Iran, Israel, the US and NATO, especially since the government has repeatedly opposed sanctions on Iran and US/UN policies. Will not be easy, but our foreign policy was very successful in this regard so far!

Hmm ... 18 million tons was reduced to 13.3 and now down to 11.

It is not good to exploit anybody who is going through a hard time ... but I think India should increase imports to some extent, at discounted price. The US have sanctions against Iran, but I think it is possible to avoid sanctions if a discount is secured.

But ultimately what is really necessary is a comprehensive middle-east peace deal, with the following provisions:

1. Iran should not get involved too much with the Palestinian issue, especially Hamas
2. Israel should make sure that all Palestinians in West Bank and Gaza have a decent standard of living, with water, housing, education, roads etc.
3. Hezbollah and Syria should sign a peace deal with Israel, and Israel should also refrain from any provocations such as bombing.
4. Syria should hold democratic elections under UN supervision and Assad should go if voted out.
5. Western nations should provide aid to Jordan, Syria, Lebanon and Egypt for proper settlement of displaced Palestinians in those nations.

Why to increase cost of Petrolium.
why to worry about sovereinity of India.
we also need to see relations with Israel and US, though not chance spoil.
Does US sick, that they do not understand this all? Don't under estimate them. they are on watch on Iran continuously. and none Inteligence agency is such poor not get such info.

It is not exploitation. Rather, what India have to offer them back. Cant pay them in dollars. How much rice can be sold? What would Iran do of all the Rs it is collecting?

The only feasible way is to invest in infra, but we lack money for that.

Why can't we pay them in Dollar? We can pay them in any currency they want or like, money is digital today and passed not directly but by banks or companies in very different countries. So that is the least of the problems, but such a pipeline will effect a lot of political issues and that needs to be handled and for this the question is not what will India give, but what is Iran ready to do, if we get ready to buy their oil? More controls of their nuclear developments, less involvement in Syria or Libanon?
