ISLAMABAD: A report submitted by the Interior Ministry to the Supreme Court with regards to Mehran Bank says that Pakistan Muslim League (PML-N) chief Nawaz Sharif had taken Rs50 million from the bank, Express News reported on Wednesday.
The report was submitted by Attorney General Irfan Qadir during proceedings in Air Marshal (retd) Asghar Khan’s petition.
During today’s hearing, Qadir said that the Law and Interior ministries should find the ‘misplaced’ inquiry reports regarding Mehran Bank and Habib Bank. Qadir had earlier informed the court that the reports had been misplaced and was directed to trace the documents and submit a written reply.
The chief justice said that an inquiry should be conducted by National Accountability Bureau (NAB) to find the missing reports.
Qadir informed the court that both ministries had been directed find the reports and present them in court.
The petition filed by Air Marshal (retd) Asghar Khan alleges that the Inter-Services Intelligence agency (ISI) distributed money among several politicians before the 1990 elections.

ISLAMABAD: During Wednesday’s hearing of Asghar Khan’s petition, the Supreme Court rejected the interior ministry’s report on the 1990s financial scams of the Habib Bank Limited and the now defunct Mehran Bank Limited, DawnNews reported.

A three-judge bench comprising Chief Justice Iftikhar Mohammad Chaudhry, Justice Khilji Arif Hussain and Justice Tariq Parvez heard the case.

The petition was filed in 1996 by Tehrik-i-Istiqlal chief Asghar Khan requesting the apex court to look into allegations that the Inter-Services Intelligence (ISI) had provided money to a large number of politicians before the 1990 elections by dishing out Rs140 million to create the Islami Jamhoori Ittehad and stop Benazir Bhutto’s Pakistan People’s Party (PPP) from winning the election.

During today’s hearing, the bench was of the opinion that the report submitted by the interior ministry was based on the recollections of Rehman Malik and therefore was not acceptable.

The report quoted Malik as saying that he had been delegated the responsibility to investigate the issue by Naseerullah Babar but that reports of those investigations were no longer available.

Earlier on Monday, the Supreme Court was informed again that the inquiry reports by two commissions believed to be insightful and revealing about the financial scams were still missing.

The commissions were set up to investigate the scams in pursuance of notifications issued on June 17, 1994, and January 11, 1996.

Also during today’s hearing, Attorney General Irfan Qadir told the bench that the interior and law ministries had been requested to prepare reports on the issue and that those reports would soon be presented before the court.

Moreover, the National Accountability Bureau’s deputy prosecutor told the court that evidence was being collected against Younus Habib, the then head of Mehran Bank.

The hearing was subsequently adjourned to May 10.

I remember in 1986 when Benazir landed in Pakistan there was so much hope, so much promise. A nation fatigued by Zia's repression and by the terrorism caused by the Soviet-Afghan war. In 1988, despite all the propaganda--and, boy, the propaganda was very powerful in those days when media outlets were so few and so easy to manipulate--her party won the plurality and was a clear candidate to form the next govt. with MQM and many others joining her. But it took several weeks before she was forced to concede major things, most notably, power in Punjab, control of foreign policy (Sahibzada Yaqub Khan--a relic of Zia) had to be her foreign minister!
Not satisfied with that, the Establishment of Pakistan went on an overdrive to discredit her. The propaganda--a powerful one--was relentless. The Punjab govt. put a literal choke on Benazir's cabinet ministers' movements so much so that they had to use helicopters to fly to get to Islamabad. The full-paged vicious ads for months in newspapers. Her govt. was sacked in 1990. But, like a true Bhutto, she rose up and challenged the President Ishaq Khan, the so-called Muslim Leaguers and the military and fought the elections, knowing that she had a snowball's chance in hell to winning the elections. Well, she lost big. I mean BIG! Her party polled about as many votes as the military-led Muslim Leaguers but got very few seats. Of course she was poo-pooed when she called the elections a fraud. But she still took part in the democratic process and joined the Assemblies.

Why is this important to know? It is to acknowledge the sorry deeds of Pakistan's military led Establishment. They, NOT BHUTTO, caused the Bangladesh to separate. And they would have caused Sindh to breakaway as well. So it is time to find the truth. No punishment necessary. History's slap on the face is more hurtful, especially when one is still alive and prominent, then some court's criminal indictment.

As I often say, Pakistan needs an accountability from 1977 onward. The year is important because Zia made sure to hold the Bhuttos and the PPP accountable before that. After that year, billions were made by others who now sit pretty and preach like the anointed ones.
