The reactor was there, it was just not operational. They need to slowly increase the power of reactor, so it might have been put in water just to test the hull.

INS Arihant was launched with her Reactor installed aboard her. The Reactor was then activated (i.e. went 'critical') later. Then the Reactor was slowly taken upto 100% power rating in a gradual process. That is what the report is talking about. BTW, there is an identical Reactor ashore in Kalpakkam, which was used to bot "fine-tune" the design and then later train the Crew that will man and operate Arihant. This was the exact same procedure that the US Navy followed when USS Nautilus was built and launched as the first nuclear-powered submarine in the world.

Folks there was a report by Ajai Shukla (I cannot find it now) that basically did analysis of Arihant hull and asserted that Arihant has been already performing sea trials and has even been to crushing depths because of the deformations on the upper mast observed.

I think Arihant program is much ahead of what is being told to media.
