As per the article the project has turned into a nightmare with delays and cost over runs and accidents and environmental damage.
The Indonesians have been forced to invite the Japanese to get it on track.
Are you sure you want this 'chinese' expertise ?
And since Chinese hsr are just a copy of Japanese and German technology, why not directly involve them ?

This article is exaggerating the issues by quite a bit... Some of the issues mentioned are correct, but it isn't as grave and is not the main reason for the delay... Most of the delays are due to land acquisition issues, something to expect when you are building in one of the most densely populated island in the world... The project was supposed to begin construction work in 2016, but only starts in 2019 due to land acquisition issues... The land issues has now been resolved, project is on track (even with the ongoing Covid-19) and physical work is expected to be completed by 2022, although commercial operations might only start in 2023.

Japan lose the bid to build the HSR due to (among others) :
1. Higher overall price
2. Less flexible financing scheme (insistence that project be G-to-G)
3. Longer build time
4. Less ToT to local companies

After completing this line, we are planning on extending the HSR line to the east end of Java, into the city of Surabaya, and that's why we are re-inviting the Japanese for this next phase... Japanese assistance to complete the current line is not required.

Not possible. Jakarta to kertarjati is 165 km .
Japan is building a 505 km hsr , when we sort out our internal politics, in India for 15 to 18 b usd. All raised , nothing on ground level. This includes civil work and land procurement costs.

Chinese will be definitely cheaper but Indonesians need to keep a eagle eye on the quality of their work. They lose focus when executing abroad. Speaking from personal experience.

Indonesian state owned consortium have 60 % stake on the project and 80 % of the workers working in the projects are Indonesian.
