For the international community to feed 20 mil people or 200 mil people there have to be a famine, SL never have had and will not have a famine, For many reasons, As of this time due to contingency plans already in place by the authorities to supplement the short fall of any food

Like i said the reason Lanka have never faced famine is because of multiple factors, One is yes a manageable population, Others are relative low poverty levels, High nutritional and healthy population that can withstand occasional food shortages, Govt initiatives in disaster mitigation and at most times self sufficiency in feeding the population

What both Indonesia and Pakistan have provided are buffer stocks in the predicted shortages and requested by the by the GOSL due to adverse weather.. SL is not currently facing food shortages but the govt is taking contingency efforts in the case it would

Sri Lanka is nearly self-sufficient in Rice production if not for the drought. Sri Lanka has faced major rice shortages in the past specially when Sri Lanka's rice production was low and relied mostly on imports and we still avoided famine

Another reason for Sri Lanka has not faced a famine because we have alternative food sources to our staples. However, with the increasing urbanization we could face a crisis of securing alternative food sources.
