Indonesia signed yesterday a contract worth US$220 million with Dutch shipyard Damen Schelde Naval Shipbuilding (DSNS) for a guided-missile destroyer escort initially designated as PKR 10514.

The contract was signed by the Defence Ministry’s Defence Facilities Agency chief Maj. Gen. Ediwan Prabowo and DSNS naval sales director Evert van den Boek, the ministry said in a statement.

Dutch ambassador to Jakarta Tjeerd de Zwaan and state shipyard PT PAL president director M Firmansyah witnessed the contract-signing ceremony. Also attending the ceremony were ministry officials and high-ranking officers from the Indonesian Military (TNI) and Indonesian Navy headquarters.

The PKR 10514 was procured to strengthen the Indonesian Navy’s fleet in order to safeguard Indonesia’s sovereignty and territorial integrity through its deterrence and combat roles, the statement said.

Indonesia needs many new ships to patrol and secure its vast maritime territory as most of its current fleet of warships and patrol boats are ageing.

The vessel is 105 metres in length and 14 metres wide, hence the 10514 designation. With a draft of 3.7 metres, the PKR 10514 has a displacement of 2,335 tonnes. It will have a top speed of 28 knots while its cruise and economy speeds are 18 knots and 14 knots respectively with combined diesel-electric propulsion.

The warship, classified by the Navy as a frigate, has a range of 5,000 nautical miles at 14/18 knots and an endurance of 20 days with a crew of 120 sailors and officers.

The vessel, which can host a 10-ton class helicopter, has weapons systems for anti-air, anti-submarine and anti-surface warfare such as missiles, torpedoes and guns.

Ediwan said DSNS would conduct a joint production with PT PAL in manufacturing the warship as the Dutch shipyard had decided to provide Transfer of Technology (ToT) in the design and building of PKR 10514 to its Indonesian counterpart.

The plan is to have parts of the ship built in Vlisingen and Galatz in the Netherlands and at PT PAL’s facilities in Surabaya. The final assembly will be carried out in Surabaya.

It is expected that the warship will be handed over in 2017, Ediwan said. He said the contract was financed through a multi-year export-credit scheme.

He added that the arrangement was a good way for domestic defence industries, especially for PT PAL, to achieve independence in producing defence systems.

The government, through the Defence Industry Policy Committee (KKIP), is working on a defence industry revitalization masterplan to support domestic defence industries.

DSNS has previously built four 91-metre SIGMA class corvettes for the Indonesian Navy.

The MoU said that this ship built in PAL shipyard but they infringe this contract and built SIGMA in Damen.. i think this agreement will be canceled because its MoU not yet been approved, still in negotiation process,. i hope Indonesian government switch to Frigate la fayette ..
