Indo -Russia Joint Excercise Indra-2015 begins

The seventh Indo - Russian joint training Exercise INDRA - 2015 commenced at Mahajan Field Firing Ranges on 08 November 2015 with an impressive opening ceremony that saw the unfurling of the National Flags of both countries amidst playing of their National Anthems.

Earlier on November 07, The Russian contingent from an Independent Motorised Brigade comprising 250 Military personnel along with supporting staff landed at Bikaner directly from Russia. The 14-day training schedule is focused on training on ‘Counter Terrorism Operations in the backdrop of Desert terrain under a United Nations Mandate’.

The opening ceremony was held at Mahajan Field Firing Ranges. Maj Gen PC Thimmaya, General Officer Commanding, Red Eagle Division welcomed the Russian contingent and urged both contingents to strive to understand each others’ battle drills and procedures, so as to achieve optimum cohesion and enhanced inter operability between the two forces. He stressed upon the importance of free exchange in ideas, discussion of concepts and assimilation of best practices between the troops of the two nations. Enhancing mutual confidence and inter-operability between the two armies would be a priority, he stated.

The conduct of this joint military exercise is seen as an important step to reinforce actions related to the establishment and fostering of peace, prosperity and stability in the world by the two nations. The welcome speeches and ceremonies were followed by showcasing of cultural programmes by both sides. They would undergo an intense phase of training in the coming days. The exercise is scheduled to finally terminate on November 20, 2015.

Joint Military Operation with Russia

No joint military operations have been conducted with Russia. However, Indo-Russia Joint Exercise INDRA was conducted from September 22 to 2 October, 2016 in Russia. The aim of the exercise is confidence building, experience sharing & assimilation of best practices between troops of the two nations.

There are bilateral mechanisms, with Russia for enhancing defence cooperation; which includes the High level Monitoring Committee Meeting (HLMC): at the level of Defence Secretary, and the India Russia Inter-Governmental Commission on Military Technical Cooperation (IRIGC-MTC) at the Ministerial level. Two staff talks between HQ IDS and General Staff of Armed Forces of Russian Federation and between Indian Navy and Russian Navy are also held to promote defence cooperation between armed forces of two sides.

Ex INDRA NAVY is scheduled to be held at / off Visakhapatnam in December 2016. EX AVIAINDIA between the air force is also planned in 2017.

This information was given by Minister of State for Defence Dr. Subhash Bhamre in a written reply to Shri Venkatesh Babu TG in Lok Sabha today.

India and Russia have agreed to upgrade their annual Indra bilateral military exercise to a multilateral level involving the three services. This will be a first for India in bilateral military exercises with any other country.

“There will be no separate Army, Navy Air Force Indra exercises with Russia. It has been agreed to have them in a tri-service format,” a senior defence ministry source said.

Pointing to India’s efforts to promote integration among the three services, the source said, “This will be an opportunity for India to synergise jointness between its services and see how other countries function jointly.”

This year’s edition of Indra exercises are scheduled to be held around October or November in Russia. The initial planning conference to finalise the details has already been held. Two more meetings will be held to finalise all the details, the source stated.

The Integrated Defence Staff of the Defence Ministry will lead the exercises which are planned to take place in Russia this year. Officials also pointed to the commonalities between the Indian and Russian armed forces with most of the Indian arsenal being imported from Moscow.


“For instance advantage with Russia is aircraft can be shared. They need not be taken from here,” the source added.

Jaitley to visit Russia

Defence Minister Arun Jaitley is scheduled to visit Russia from April 25 on a bilateral visit where he will also address the Moscow Conference on International Security on April 26.

Mr. Jaitley will have a bilateral meeting with his Russian counterpart General Sergei Shoigu and other bilaterals are also being planned.

In the past two editions, India was represented by the Minister of State for Defence.
