The much trumpeted dream project of high-speed rail of the Modi government to reduce travel time between metro cities drastically has so far been confined in the study stage and is yet to come on the drawing board.

While the proposed Mumbai-Ahmedabad rail corridor is facing serious issues related to land acquisition and compensation to farmers, the government has joined hands with China, Spain and Germany to conduct feasibility studies of sections of the Diamond Quadrilateral networ

In the Rail Budget 2014-15, the study for setting up the Diamond Quadrilateral network of high-speed rail connecting major metros and growth centres of the country was announced. Feasibility studies were planned for network of trains linking Delhi-Mumbai, Mumbai-Chennai, Chennai-Kolkata, Kolkata-Delhi and both the diagonals - Delhi-Chennai and Mumbai-Kolkata.

The government has assigned the Delhi-Mumbai high speed rail corridor to TRSD, a Chinese conglomeration, for a feasibility study of the proposed route for running trains at a maximum speed of 300 km per hour.

The study is expected to be completed this year, said a senior Railway Ministry official involved with the project to IANS.

China is also involved on the Delhi-Nagpur route, which is part of the Delhi-Chennai high-speed corridor, for carrying out feasibility study of the section. The study is likely to be completed in January 2019.

While the Mumbai-Chennai corridor has been given to Systra, a French consultant, the Delhi-Kolkata route has gone to a Spanish consultant for carrying out a detailed study for running bullet trains.

Both the studies are slated to be completed this year. Spain has been given another section - Mumbai-Nagpur route, which is part of the Mumbai-Kolkata high-speed corridor, besides DelhiKolkata for conducting study.

These are slated to be completed this year. The Chennai-Bengaluru-Mysuru high-speed study is being done by Germany and is scheduled to also be completed in 2018.

The high-speed rail project under the National High Speed Rail Corp is estimated to cost about Rs 2 lakh crore. It is akin to the Golden Quadrilateral, which is a roadway project which connects four metros by expressways and falls under the National Highways Development Project.

The Diamond Quadrilateral railway project is to develop high-speed rail network across several metros of India. This quadrilateral rail network connects major metros: Delhi, Chennai, Mumbai, Ahmedabad, Kolkata and Hyderabad.

On June 9, 2014, then President Pranab Mukherjee announced that a government project led by Prime Minister Narendra Modi will launch a diamond quadrilateral project and fulfil the demand of high-speed trains connecting metro cities.

MUMBAI:The local administration and National High Speed Rail Corporation Limited (NHSRCL) have started the process of acquiring land for the MumbaiAhmedabad bullet train project in Mumbai’s neighbouring Palghar district.

Sixty-five hectares from the district will be required for the construction work, which includes elevated track, pillars and a service road. Of the 28 villages from where the land will be taken, 26 have been issued notices.

After 15 days, the NHSRCL will form a team to discuss the land acquisition with villagers. The Maharashtra government will decide the cost of the land, which will then be discussed with the owners. The target to acquire the land in Palghar is December 2018, as the NHSRCL plans to start the construction in the area in early 2019. “The teams will talk to individual land owners after 15 days of issuing the detailed list of the villages from where the land will be required for the project,” said an NHSRCL official.

Land acquisition is a matter of concern for the NHRCL. The entire project will need 1,500 hectares. A majority of land acquisition will have to be done in Gujarat, while 350 hectares will be from Maharashtra. In Mumbai, the land from Bandra-Kurla Complex and 108 villages in Thane and Palghar districts will be used for the project. More than 10,000 people are likely to be affected. NHRCL is facing resistance from villagers in Diva and Palghar. Thirty-five bullet trains with 10 coaches will initially run on the route. The train will have one business class and nine standard coaches. Senior officials of the NHSRCL, the nodal agency implementing the Rs 1.10-lakh crore project, said bullet trains will also have advanced technology for operation compared to the existing local trains, and a variety of passenger amenities.

The bullet train will have 70 services between Mumbai and Ahmedabad and will ferry 40,000 passengers by 2023.

The design of India’s first bullet train terminal is ready. The Sabarmati station in Gujarat, which will be the terminating station of the Mumbai-Ahmedabad bullet train route, will have the theme of Mahatma Gandhi’s Dandi March of 1930. Prime Minister Narendra Modi and his Japanese counterpart Shinzo Abe had laid the foundation stone of the station last year. The Mumbai-Ahmedabad bullet train project is expected to be completed by 2022.


“We have more or less finalised the station design. Construction will start by around December this year,” Achal Khare, Managing Director of the National High Speed Rail Corporation told The Indian Express. Khare said the Mumbai-Ahmedabad bullet train route would be a better and time-saving option than flights. “In this route, the bullet train will turn out to be a better option than airlines. If you take into account the time taken to and from airports, security checks and everything else, the bullet train between Ahmedabad and Mumbai, in fact, will turn out to be quicker than flights,” Khare said.

Packed with all modern and state of-the-art facilities, the station will have a three-level parking space. The rooftop will be end-to-end covered with solar panels flaunting the design of a large ‘charkha’, which will be visible in pictures taken from the top. The estimated cost of the construction of the station will be around Rs 200 crore.


The NDA government has advanced the deadline of the project by a year so that the country’s first bullet train service can be dedicated to the nation by August 15, 2022 to coincide with 75 years of Independence. The fare between Bandra-Kurla Complex (BKC) in Mumbai and the Sabarmati Railway Station in Ahmedabad will be around Rs 3,000 (economy seats). There will be a business class as well at higher fares. A total of 75 trips will be operated every day — a train every 20 minutes in peak hours and 30 minutes every half an hour.

Prime Minister Narendra Modi has given in-principle approval for the diversion of 77 hectares of forest land for the ₹1.08 lakh crore bullet train project between Mumbai and Ahmedabad.

The clearances have come with a rider that the remaining deficiencies on pending claims under the Forest Rights Act, 2006, in proposals submitted by Gujarat and Maharashtra, must be ironed out at the earliest. The two States have also been told to coordinate closely with the National High Speed Rail Corporation Limited (NHSRCL) to speed up the project.

“The State governments and the NHSRCL must coordinate closely to enhance execution speed of the project,” read the minutes of the meeting between the Prime Minister and the Chief Secretaries of Gujarat, Maharashtra and Dadra & Nagar Haveli on Wednesday.

The application for clearance of the 77.45 hectares, spread over 42 villages in the two States, was submitted by Maharashtra on February 7, 2018, and Gujarat on April 20, 2018.

The diversion, allowed under Section 2(2) of the Forest Conservation Act, 1980, could be the highest after about 47 hectares of forest land was diverted for the ambitious Mumbai Trans Harbour Link (MTHL) project and another 58 hectares for the ₹45,000 crore Dedicated Freight Corridor between Mumbai and Dadri.

“We have been on the conservative side while approving this diversion,” said an official of the State government.

During the meeting, the Prime Minister was also informed of the ‘disturbances’ in several villages of Maharashtra and Gujarat, where locals are protesting against the project.

The overall progress of the acquisition work was reported at 51% for Maharashtra and 58% for Gujarat. Mr. Modi was appraised of the pending FRA certificates yet to be submitted to the Ministry of Environment, Forest and Climate Change by both the States.

“We have asked the collectors to submit the FRA certificates and maps of the alternate alignments for the private land. The final approval will not be given until the loopholes are fully plugged,” senior officials said.

About 312 villages in Gujarat and Maharashtra will have to give up land while a total of 7,974 plots belonging to the Forest Department and Railways will have to be acquired for the project.

The train, with a capacity of 750 passengers, will travel at speeds between 320 km/hr and 350km/hr and is expected to reduce travel time between Ahmedabad and Mumbai to three-and-a-half hours or less from the present eight. The project is expected to be completed in seven years. “We are on course to complete this project on time,” said Manoj Saunik, secretary of transport and ports, Maharashtra government.

₹7,000 cr allocated for Mumbai-Ahmedabad bullet train in Union Budget; another ₹778 cr for MUTP

A provision of Rs7,000 crore has been made for the ambitious Mumbai-Ahmedabad high-speed bullet train project in Union Budget 2018, railway officials revealed at a press conference in Mumbai on Tuesday. Another Rs778 crore has been allocated for the city’s transport projects, including the new Mumbai Urban Transport Project-3A (MUTP-3A).

Budget documents released by the railway ministry on Tuesday show that Rs7,000 crore has been allocated for the bullet train project through “extra-budgetary resources”.

The bullet train is expected to cover the 504-km distance between the two cities in less than three hours. The Indian Railways is planning to complete the project by 2022.The foundation stone for the project was laid by Prime Minister Narendra Modi in Ahmedabad, Gujarat, on September 14, 2017.

As per the documents, the railways has also made a provision of more than Rs600 crore for different phases of the MUTP — Rs169.61 crore for the ongoing MUTP-2 and Rs519.05 crore for the MUTP-3 projects.

A token provision of Rs1 crore has also been made for the newly proposed MUTP-3A, which bundles together all of Mumbai’s major future projects. The total cost of MUTP-3A is estimated to be Rs55,000 crore.

In January, Chief Minister Devendra Fadanvis and Union railway minister Piyush Goyal decided to bundle together all major projects, including the CSMT-Panvel elevated corridor, under MUTP-3A. Railway officials on Tuesday pointed out that the provision for MUTP-3A, even if it is a token amount, is significant as it indicates that in the future it will get regular funding from the Budget.

The budget has also allocated Rs73 crore for the Belapur-Seawoods-Uran line, Rs14 crore for running 12-coach trains on the harbour line, and Rs1 crore for additional lines between Pune and Lonavla.

This is the second budget since the railway and Union budgets have been merged.

Mumbai: State Chief Minister Devendra Fadnavis on Tuesday handed over the documents related to construction of Mumbai-Ahmedabad bullet train terminus at Bandra-Kurla Complex (BKC) to Union Railway Minister Piyush Goyal.

Mumbai: Despite opposition from the Shiv Sena, chief minister Devendra Fadnavis has handed over 0.9 hectares of land at Bandra Kurla Complex for the Mumbai-Ahmedabad bullet train underground station. Agreement papers were handed over in presence Mr Fadnavis and railway minister Piyush Goyal on Tuesday.

Despite of the uproar over the bullet train issue, Mr Fadnavis is going ahead with the project and has not considered the objections raised by the Shiv Sena, Maharashtra Navnirman Sena (MNS) and opposition parties as well. Railways wants 0.9 hectares of land for the project at BKC to construct an underground station for the bullet train project whereas the state government has plans to construct the International Financial Services Centre (IFSC) on this land. So now railway will complete the underground work considering the construction of towers that have to take place on this land, said senior officials.

The Maharashtra and Gujarat governments have 25 per cent stake each in the bullet train project and Railways has the remaining 50 per cent. The state government has to contribute Rs 5,000 crore against the equity. Land cost of Rs 300 crore will be adjusted against it and the transport department is providing Rs 125 crore as a first instalment for equity which is headed by Shiv Sena leader Diwakar Raote, said sources.

The bullet train project is the dream project of PM Modi. So, Mr Fadnavis has cleared all hurdles in the way of projects without consulting the Shiv Sena. Still, Sena has kept quiet and the opposition is planning to raise the bullet train project issue in the session of the legislature, said senior Opposition leaders.

AHMEDABAD: Japan’s parliamentary vice-minister, Akimoto Masatoshi, was in the city to review the progress of the Ahmedabad-Mumbai bullet train and Ahmedabad-Gandhinagar metro train sites and said his country had a bigger responsibility when it comes to these two projects.
In his statement, Masatoshi said there was lot of interest among Indians in Japanese cooperation in high speed rail and metro projects and added that his country had a “bigger responsibility” to respond to these expectations.

Masatoshi visited Sabarmati and the Kalupur railway station towards Platform 12, the side where both Metro and Bullet trains would be available for passengers. He said that after going back to Japan, he will convey the enthusiasm, interest as well as expectations that Indians have shown towards the Japanese government regarding the two projects.
His statement was read out before reporters. He said his government will continue to cooperate with its Indian counterpart in the completion of the two projects.
