The country continues to rage against the alleged gang-rape and death of a 19-year-old Dalit girl in Uttar Pradesh's Hathras district. And amid calls for harsher punishment to the perpetrators and more safety for women in the country, the National Crime Records Bureau's (NCRB) shows that the number of rape incidents has, in fact, risen after the gang rape and murder of Nirbhaya, which shook the nation in 2012.
After analysis of the state-wise rape cases for the last 10 years, India Today's Data Intelligence Unit (DIU) found the 10 states - from UP to Rajasthan and Kerala to Madhya Pradesh - have reported more than two-thirds of the total cases in 2019.
These states have gradually turned from bad to worse for women over this 10-year period, irrespective of the ruling political parties.
India's rape pandemic
Of the total reported rape cases in India, four out of five rape victims are from these 10 states - Rajasthan, Uttar Pradesh, Madhya Pradesh, Maharashtra, Kerala, Assam, Haryana, Jharkhand, Odisha and Delhi - the latest available data of NCRB shows.
The number of total reported rape cases in these 10 states has almost doubled in the last 10 years - from 12,772 in 2009 to 23,173 in 2019. The rest 26 states have reported almost the same numbers as they did in 2009.

On average, the rape vulnerability of women in India has increased almost four folds over the last 10 years. In 2009, while nearly three women were raped every day in these states, this number went up to 11 for these 10 states in 2019.

Rajasthan is the worst state for women with a staggering 295 per cent rise in the reported rape cases in the last 10 years. While the state reported 1,519 rape cases in 2009, it went up to 5,997 cases in 2019 - a four-time increase, NCRB data shows.
Kerala is the second poor performer on this list. The state has reported 1,455 more cases in the last 10 years. The number of recorded rape cases increased by 256 per cent in the state - from 568 in 2009 to 2,023 in 2019.
The third most hostile state for women in India is its capital - Delhi - with a three-fold increase in the cases over the 10-year period. Though reported cases in Delhi has been much lower among the 10 states, the increase is of 167 per cent - from 469 rape cases in 2009 to 1,253 cases in 2019.
In the neighbouring state of Haryana, the number of reported rape cases has more than doubled in the last 10 years. In this period, the state has seen almost 145 per cent increase - from 603 in 2009 to 1,480 in 2019.
Similarly, Jharkhand has shown a decadal growth of 97 per cent, with 719 cases in 2009 to 1,416 in 2019.
Uttar Pradesh - where the state administration is under severe criticism over the alleged mishandling of the Hathras incident - reported almost double rape cases in the last 10 years - from 1,759 in 2009 to 3,065 in 2019.
Among these 10 states, Madya Pradesh is the only state with a negative decadal growth of -17 per cent. Though the state has reported more than 4,000 cases each year from 2013 to 2018, in 2019 it reported 2,485 rape cases.
The other states - Maharashtra, Odisha and Assam have reported 55 per cent, 35 per cent and 9 per cent growth in rape cases, respectively, in the last 10 years.
Horror continues seven years after Nirbhaya
The NCRB data shows that after the 2012 Delhi gang rape and murder case, states like Rajasthan, Kerala, Haryana and Jharkhand have reported - 83 per cent, 66 per cent, 52 per cent, and 18 per cent, respectively - a higher number of rape cases in the last seven years.
On average, these 10 states have reported 23,173 rape cases in the previous seven years - a 3 per cent higher number. On the other hand, the other 26 states and union territories have witnessed a 21 per cent drop - from 11,173 to 8,860 rape cases in the same period.

Data shows after the Nirbhaya case, the government came up with the stricter laws, but it seems that these laws did not act as a deterrent for most of the perpetrators. The weak implementation of the law has resulted in a higher number of rape cases in some of the states. The recent Hathras case has shaken the nation once again, and firm execution of the law is in demand.
