First you should wait until the verdict of the agreement regarding Donglang, if India is unconditionally pull out then you will have no more chance to come back to Donglang but if the agreement that China will forever stop building road then you can intervene by force any time in case that China rebuild the road.

LOL of course China foreign ministry does not need to mention anything about roads. It was never an issue for China. We merely remarked "Indians are gone. We are still there." No need to even discuss about roads. We make no comment about why Indians are gone or what Indians expect in return.

No. I am now convinced this is not capitulation from India but rather their diplomats badly wanted a diplomatic solution rather than war. Diplomats know as soon as they retreat China will build again. Diplomats intended to keep quiet when that happens and save face for India. But the Indian Army only accepted retreat on the condition road building stops. They are serious about this. So the Indian Army is already preparing the ground for the next confrontation.
