Huge investment is required, and it will be hard to gain a market place by making a new company from scratch, given the competition. Buying out pre-existing companies is the only option.

I don't think government acquisition will solve it, it has to be any corporate bodies. There are many factors to succeed in semiconductor industry, it's going to be a long essay if i start typing in all.

First, acquire a company with considerable order base. Absorb the technology, and run a parallel R&D sector in India.
Second, encourage foreign firms to assemble their products in India, reducing logistical cost.
Third, encourage universities to involve in R&D activities, with government and private funding.
Fourth, miniaturization is natural, it's economically more profitable even if not required. Here the presence of corporate firms are necessary, as government policy can be harmful for competitiveness with foreign vendors.
