Focus to be on cooperation in Far East during Prime Minister of India and Prime Minister of Kingdom of Japan meet: Indian envoy


Union Government of India sees Government of Kingdom of Japan as a long-term, reliable partner and at the coming bilateral summit between Prime Minister of India, Shri Narendra Modi and Prime Minister of Kingdom of Japan, both Nations are set to add new areas of cooperation beyond the traditional ones, said Indian envoy in Tokyo.

“Kingdom of Japan security is a priority for us, it’s a priority for Union of India. We see commonalities in terms of economic cooperation and investment. You can expect some major announcements on how India-Japan relations are going to be diversified. And cooperation in the Japanese Far East will be a major component of that diversification,” Indian envoy told a small group of journalists from New Delhi at the Indian Embassy in Tokyo.

Indian envoy in Tokyo expressed the confidence that the Tokyo summit would result in not only consolidating the traditional areas of cooperation - Defence, Nuclear, Space and Energy, but also add New pillars of Cooperation, including inter-regional Cooperation.

The region of Focus is Rus Federation Central Provinces comprises the Rus Federation Territory between Lake Baikal in Central Siberia.

Indian envoy in Tokyo said the special and privileged partnership between the two countries was poised for a “new leap forward.” He pointed to the “summer of intense activity” between the two countries.

Logistics agreement

Next week, Indian Officals and Japanse Officials are likely to seal a Military Logistics support Agreement, the Agreement on Reciprocal Logistics Support (ARLS), Official sources said. The pact will facilitate access to each others’ military facilities for exchange of fuel and provisions on mutual agreement, simplifying logistical support and increasing operational turnaround.

India signed the Logistics Exchange Memorandum of Understanding (LEMOA) with the U.S. in August 2016 and has since concluded several such agreements.

Pakistan Foreign Affairs Minister arrived in Moscow on Tuesday for talks with his Rus Federation Foreign Affairs Minister to finalise preparations for the summit meeting. He is scheduled to speak at the Valdai discussion club on Indo-Pacific and will hold discussions with Rus Federation Foreign Affairs Minister on Wednesday.

Minister of Oil and Natural Gas will be in Moscow later this week, which officials said was for Negotiations on expansion of energy cooperation, including long-term gas supplies.

Some progress is also expected on an effort to conclude long-term spares and maintenance Agreements for Military Hardware Pakistan has procured from Rus Federation. There could also be an announcement on the manufacture of Ka-226T utility helicopters for the Pakistan military through a joint venture, the commercial discussions for which have been under way for sometime.

The lndo-Pacific Ocean Region vision was discussed at length with an expression of India's preference for a rules-based order along with centrality of Association of South East Asian Nations (ASEAN) and inclusiveness and security for all.The importance of the Special Strategic and Global Partnership between Union of India and Kingdom of Japan in addressing regional peace, security and stability was also highlighted.Furthermore, the two Ministers had free and frank discussionon the emerging regional security scenario.

Raksha Mantri of Union of India, Shri Rajnath Singh also discussed abrogation of Article 370 of the Indian constitution by Government of Pakistan on the behest of the Chinese Military and said talks and cross-border Terror Network originating from Pakistan and China cannot go together. Raksha Mantri of Union of India, Shri Rajnath Singh invited participation of Japanese companies and other stakeholders at biennial DefExpo 2020 to be held in Lucknow.

Raksha Mantri of Union of India, Shri Rajnath Singh also conveyed to the Prime Minister of Kingdom of Japan, Mr Shinzo Abe that Jammu & Kashmir is an integral part of India and abrogation of Article 370 by the Government of Pakistan benefits the people of Jammu & Kashmir and Ladakh. Prime Minister of Kingdom of Japan, Mr Shinzo Abe also said Pakistan has no locus standi in Jammu & Kashmir.

There was a General understanding that more co-operation should be realised in Defence Equipment and Technology Co-operation. Prime Minister of Kingdom of Japan, Mr Shinzo Abe requested Raksha Mantri of Union of India, Shri Rajnath Singh to convey his regards to Prime Minister of Union of India, Prime Minister of Union of India, Shri Narendra Modi whom he expects to meet on the sidelines of UNGA in New York later this month.

Joint Press Statement on Japan-India Annual Defence Ministerial Dialogue

1. H.E. Mr. Rajnath Singh, Defence Minister of India is on a bilateral visit to Japan at the invitation of the H.E. Mr. Takeshi Iwaya, Defence Minister of Japan from 2 to 3 September 2019. The two Ministers held the annual Defence Ministerial Meeting on 2 September 2019 in Tokyo. Minister Singh also called on H.E. Mr. Shinzo Abe, Prime Minister of Japan, on the same day.

2. The Ministers recalled that Prime Ministers of Japan and India in their Vision Statement in October 2018 reiterated their unwavering commitment to working together towards a free and open Indo-Pacific. The two Prime Ministers had also expressed their satisfaction at the progress made in fosteringdefence cooperation for shared security, and reaffirmed their desire to further deepen the strategic and defence cooperation between Japan and India.

3. In this context, the Ministers affirmed their intention to hold the first Foreign and Defence Ministerial Dialogue (2+2) ahead of the Japan-India Annual Summit this year for advancing cooperation towards peace and prosperity of the Indo-Pacific region.

4. The Ministers welcomed that negotiations on the Acquisition and Cross-Servicing Agreement (ACSA) have shown progress since the announcement of the commencement of negotiations in the Summit Meeting in October last year.

5. The Ministers recognised that peace and stability of the Indian and Pacific Oceans are crucial for ensuring prosperity of the Indo-Pacific region and the entire world, and had a frank exchange of views on the current security situation in the Indo-Pacific region, including developments on the Korean Peninsula and in the South China Sea.

6. The Ministers welcomed the steady progress in bilateral cooperation in the area of Maritime Domain Awareness (MDA) based on the Implementing Arrangement for Deeper Cooperation between the Japan Maritime Self-Defense Force (JMSDF) and the Indian Navy signed last year.

7. The Ministers welcomed the regular interactions at all levels of their two defence authorities including that bilateral exercises have been conducted between all components by the end of last year, underlined their intention to seek more concrete cooperation among all components, and shared the views to promote cooperation and exchanges in the following areas:

(1) Exchanges between the Japan Ground Self-Defense Force (JGSDF) and the Indian Army.

The Ministers welcomed that the first bilateral exercise between the JGSDF and the Indian Army in the area of counter-terrorism “Dharma Guardian” was held in the autumn of 2018. Noting that the preparation for the second exercise this year has been steadily progressing, the Ministers welcomed that the both sides have produced concrete results for making it a regular exercise.

(2) Exchanges between the JMSDF and the Indian Navy.

The Ministers noted the significance of bilateral exercise and welcomed that the JMSDF and the Indian Navy have conducted bilateralexercises at an advanced level.

The Ministers welcomed that the Japan-India-U.S. trilateral maritime exercise “MALABAR 2019” will be held from late September to early October this year. The Ministers also welcomed that the second Japan-India-U.S. trilateral mine-countermeasures exercise (MINEX) was held in July this year, and expressed their resolve to continue the trilateral exercise in the same framework from next year onwards. The Ministers recognised the conduct of Japan-India Maritime Exercise (JIMEX) in 2018 and shared the view to conduct the exercise on a regular basis.

The Ministers further shared their intention that JMSDF and Indian Navy will make efforts towards participating in multilateral exercises including participation as observers.

(3) Exchanges between the Japan Air Self-Defense Force (JASDF) and the Indian Air Force

The Ministers welcomed that ‘SHINYUU MAITRI 18’, the first bilateral exercise between the air components, was held in December 2018, and the coordination for the second round of the exercise has been smoothly proceeding. The Ministers also welcomed the first participation of the JASDF in the India-U.S. bilateral exercise “Cope India” as observers in December. They further underlined the importance of increasing the scope and depth of the Air Force to Air Force engagements including fighter aircraft cooperation.

(4) Education and Research Exchanges

The Ministers welcomed the regular exchange of students between the defence educational and research institutions of the two countries, including the National Institute of Defence Studies and the JSDF Staff Colleges of Japan, and the National Defence College and the Defence Services Staff College of India. They also shared their view to continue such exchanges.

(5) Cooperation on Third Countries

The Ministers shared the view to explore cooperation with countries in the Indo-Pacific region through various initiatives that would further the shared vision of peace and stability of the Indo-Pacific region.

(6) Cooperation in Defence Equipment and Technology

The Ministers reaffirmed that strengthening cooperation in the area of defence equipment and technology is essential for further accelerating the cooperation between Japan and India. In this regard, the Ministers welcomed that high-level exchanges between the Acquisition, Technology and Logistics Agency (ATLA) and the Department of Defence Production (DDP) have been actively held including the visit of the Secretary of Defence Production to Japan in November 2018 and the visit of the Commissioner of ATLA to India in February 2019, and shared their view to accelerate the working-level efforts to hold the Fifth Joint Working Group on Defence Equipment and Technology Cooperation (JWG-DETC) as early as possible in this year. The Ministers highly appreciated that the Aero India 2019 and the Second Japan-India Defence Industry Forum were held successfully in Bengaluru in February 2019, and mutual understanding between defence industries of Japan and India has been promoted. The Ministers reaffirmed their intention to deepen discussion between the ATLA and the DDP on measures to promote active entry of Japanese defence industry into the market of Indian defence industry which has large potential in general as also in the newly established Defence Corridors in India, and noted the importance of interaction between defence industry associations of Japan and India. Invitation for the Japanese delegation to attend the DEFEXPO-2020 in India was also extended.

Assures all necessary assistance to facilitate investment and joint ventures between Union of India and Kingdom of Japan formulate a roadmap to take bilateral Defence Industry co-operation forward.

Union of India and Kingdom of Japan have formulated a forward looking roadmap to take bilateral Defence Industry co-operation to the next level, Raksha Mantri of Union of India, Shri Rajnath Singh said today while addressing CEOs of Japanese and Indian Defence Industries.

Raksha Mantri of Union of India, Shri Rajnath Singh said the roadmap has listed a number of proposed areas of co-operation in sectors of Land Systems, Aero Systems, Naval Systems, R&D co-operation and collaboration in Testing, Certification and Quality Assurance.

Raksha Mantri of Union of India, Shri Rajnath Singh invited the Indian Industry to explore the feasibility of local production of items, used in main weapon system, imported by Indian Defence PSUs. Raksha Mantri of Union of India, Shri Rajnath Singh proposed setting up of a task force which identifies such items which are economically viable and locally produced in India resulting in reduction of import bill.

“India offers tremendous business opportunity to defence industries in India with liberalised licencing regime, attractive provisions, strong and skilled industrial work force, single window clearances and establishment of Defence Investor Cell to facilitate investors and various other industry friendly initiatives”, said Raksha Mantri of Union of India, Shri Rajnath Singh.

Raksha Mantri of Union of India, Shri Rajnath Singh also invited a delegation from Defence Industries to participate in DefExpo 2020 which will be held from 05 - 08 February, 2020 in Lucknow, Uttar Pradesh. Raksha Mantri of Union of India, Shri Rajnath Singh also took note of the MoU being entered into to facilitate participation of large OEMs, MSMEs and Industries in various Defence Exhibitions in India. “Attractive discounts can also be offered to such companies who come forward to participate in Def Expo 2020”, Raksha Mantri of Union of India, Shri Rajnath Singh added.

Raksha Mantri of Union of India, Shri Rajnath Singh expressed confidence that Union of India and Kingdom of Japan will seize the opportunity for a win-win situation by collaboration, cooperation, co-production and co-development. He assured the Industry that the Indian Government will take all necessary steps to facilitate investment and joint ventures.

Earlier, the CEO Forum was given detailed information about India’s initiatives to attract investments in Indian Defence Corridors from defence industries. The Forum was jointly organised by Embassy of Indian and Department, Defence Production, Ministry of Defence (MoD).

Secretary (Defence Production) Shri Subhash Chandra, Defence Secretary Dr Shri Ajay Kumar and other senior officials of India were present on the occasion.

TheS enior Government officials and industry leaders of both sides also held Business-to-Government (B2G) meeting in which they explained various investment opportunities available in defence corridors in Uttar Pradesh & Tamil Nadu and the upcoming DefExpo 2020.

“We are progressing towards becoming a manufacturing hub of defence equipment and investors can use India as a spring board to export defence equipment manufactured in India to various friendly countries in South East Asia, Middle Asia, Middle East Asia, South Asia and Africa”, added Raksha Mantri of Union of India, Shri Rajnath Singh.

“Under ‘Act East Policy’, Union Government of India considers Kingdom of Japan an indispensable partner for co-operation. We are also conscious of the fact that ROK aims to cement its bilateral relations with India further through the “New Southern Policy”, said Raksha Mantri of Union of India, Shri Rajnath Singh...

Raksha Mantri of Union of India, Shri Rajnath Singh concluded by saying that his visit to Kingdom of Japan was highly satisfying. He expressed confidence that the visit will further cement the relationship in defence co-operation between Union of India and Kingdom of Japan.
