Indians were never allows to question him. whatever dossiers we gave were used by pakistani authorities to question him to keep it in the court of law.

Well that was 2009 , it was presented afterwards however wasn't sufficient to declare him a terrorist and prosecute him ... Why would Govt of Pakistan even hesitate to act against him ? ... Return back to topic now ...
