My friend, kids can be curious and you can't blame them for that.
Obviously at that stage in their life, nobody can expect them to be some weapon specialists.
Sometimes even the mature ones fall for it.Mortar rounds against the civilians is undoubtedly a very potent weapon.It works in all the weather conditions that are prevalent.

It's not their place to act smart and evaluate the Arming state & check the percussion primer on base: Like if STRUCK > assume fired, therefore ARMED. If not struck, assume not fired, therefore UNARMED.
Or check gas vent holes in tail unit: If still intact and primer not struck, assume UNARMED If burnt through assume ARMED. If intact and primer is struck, assume MISFIRE.And then try to diffuse it and dispose it off on their own.

But what can be done is that they can be shown the images of all the expected weapons that they (including the elderly) can come across as being the residents of areas situated near the border.Pakistani security forces are there all the time & the authorities working there can very well run few informative sessions for the local community about when they urgently need to respond and inform the security in their area if they find any suspect or suspicious object.I hope they must be already doing it.They can use the training round to give the villagers the basic "know-how".

Do you understand what does a toy bomb mean? It means a bomb hidden in the shape of toy so that it can lure children. Where as in the article which you have quoted (that too of 2006) it was clearly mentioned

It is called as toy bomb by locals but it is not a toy bomb literally.

Also where does the article said that it was an Indian bomb? It clearly said it was found in the heap of sand which was dug up by the villagers and dumped near the playing ground of the campus. How could an Indian bomb can go deep inside the earth so that some one had to dug it up? Genius!!!
