Yeah right! Hagel, right from his 1971 days in Pakistan has been recorded by various colleagues and press for being too drunk at times. Donkeys and horses, sure dude. Understand an argument before making your qualitative judgement based on convenience and wishful thinking.

Fact - Hagel was expressing personal opinion in a pro pakistan gathering as a private individual without any access to official US documents and when he was made secretary, the US govt officially distanced itself from his personal opinions. Refute this if you can.

Indian currency can't buy anything in Pakistan but in in Afghanistan it can.
Terrorists have easy access to the currency via Indian diplomatic presence in Afghanistan and the open border makes it easier for them to get items from Afghanistan into Pakistan
