Beijing: India will do everything within its means to assist the people of China to combat the deadly coronavirus outbreak and would soon send a consignment of medical supplies, Indian Ambassador Vikram Misri said Sunday as he expressed solidarity with the Chinese people in their fight against the epidemic.

The death toll from COVID-19 outbreak in China has climbed to 1,665 after 142 more people died, mostly in the worst-hit Hubei province, officials said Sunday.

“As a concrete step to tackle the outbreak, India will soon send a consignment of medical supplies to China,” Misri said, adding that this is a concrete measure which will fully demonstrate the goodwill, solidarity and friendship of the people and Government of India with the Chinese people.

He said India will do everything within its means to assist the people of China in this time of difficulty.

Indian officials said the details of the aid required by China are being worked out and the consignment would be sent as soon as they are finalised. Also, India has lifted the ban and cleared some of the medical equipment ordered by the Chinese importers to meet the requirements.

China has said that it needed medical masks, gloves and suits especially for the medical staff attending the virus affected patients. Masks also have become scarce in China in view of the nationwide demand in the last three weeks.

“During the past few weeks, the entire world has borne witness to the severity of the novel coronavirus outbreak and the tremendous challenges posed by it,” Misri said in a video message released to Chinese media outlets on Sunday.

“I wish to convey my solidarity and support to the Chinese people and Government in tackling this epidemic,” he said.

“We feel deeply for the people and the families that are affected by this epidemic. I would particularly wish to express support for the people of Wuhan City and Hubei province who have been most affected by this epidemic, and who hold a very special place in the hearts of the people of India,” he said.

Hubei and its capital Wuhan have become the epicentre of the virus and most of the fatalities in China have been reported from the province.

“The determination of the Chinese people and Government in dealing with this epidemic is evident to all of us. We hope that it will be effectively controlled in the near future,” he said.

Misri said that India is also facing the threat of infections from the novel coronavirus epidemic and the country is working hard to safeguard the health and wellbeing of its citizens.

“I once again express my support for all people in China affected by this outbreak, and I hope through courage, persistence and effective measures, we will be able to overcome this epidemic,” he said.

On 9 February, Prime Minister Narendra Modi wrote to Chinese President Xi Jinping, offering India’s assistance to China to deal with the coronavirus outbreak.

Chinese Foreign Ministry spokesman Geng Shuang appreciated Modi’s offer and said, “India’s acts of goodwill fully demonstrate its friendship with China”.

Though it’s blowing hot, blow cold on the political front, India has decided to take the initiative to help China, as it battles against the deadly coronavirus.

India has lifted the ban on the export of personal protection equipment, including masks.

With this move, critical items like surgical masks, disposable masks, all kinds of gloves except NBR (nitrile butadiene rubber) gloves, which China urgently needs, can be exported by Indian manufacturers quickly to help the Chinese authorities fight the health epidemic.

Notification amended

“The Directorate-General of Foreign Trade, Department of Commerce, Government of India, has lifted the ban on exports of these equipments last night,’’ Uday Bhaskar, Director-General, Pharmaceutical Export Promotion Council told BusinessLine on Sunday.

The DGFT notification, dated February 8, 2020, has amended the Export Policy of Personal Protection Equipment/masks. The export of these items was banned by an earlier order dated January 31, 2020.

The notification “has been amended to the extent that items such as surgical masks/disposable masks and all gloves except NBR gloves are allowed freely for export,’’ said the DGFT in its order.

“As export promotion body, we at Pharmexcil are coordinating to help China and other affected countries fight the virus. We are talking to industry and other stakeholders in this regard,’’ Uday Bhaksar said.

“All India Drug Control Officers Confederation has also decided to send some protective material to China,’’ said Pharmexcil DG, who is also National Secretary-General of the Confederation.

This move assumes significance given that China and other countries require a large number of personal protection equipment to stem further spread of the virus and ramp up relief measures.

How India is helping its neighbours fight the coronavirus outbreak

India is leading efforts to contain the coronavirus outbreak in the southeast Asian region, even as the three confirmed cases at home keep health officials on their toes.

The country has agreed to test clinical samples from abroad in its laboratories, union health minister Harsh Vardhan informed parliament yesterday (Feb. 10). “Indian Council of Medical Research (ICMR) has offered to do testing of samples for southeast Asian region countries. We have agreed to provide technical assistance to Bhutan in managing this infectious disease and screening of passengers.”

India has already been testing samples sent from the Maldives, according to the minister.

In India, the National Institute of Virology in Pune is the nodal laboratory for testing high-risk pathogens. The institute has the rare biological safety level-4 (BSL-4) certification from the US Centre for Disease Control and Prevention, which is given to those working with dangerous pathogens. “Besides, 10 other laboratories are also testing samples,” Dr Vardhan said.

India is also offering help with evacuating people from affected areas.

On Feb. 7, foreign minister S Jaishankar informed parliament that India had offered to evacuate students from all its neighbouring countries, including Pakistan, studying in Wuhan. “This was an offer made to all our neighbours but only seven nationals of Maldives chose to avail the offer,” Jaishankar had said.

India had despatched aircraft of the state-owned Air India on Feb. 1 and Feb. 2 to Wuhan, the epicentre of the outbreak. So far, over 600 Indians have been evacuated from China.

On Monday, in a letter to prime minister Narendra Modi, Chinese president Xi Jinping praised India for offering solidarity and assistance to deal with the outbreak. Xi said the “efforts fully demonstrated” friendship between New Delhi and Beijing.

On Feb. 2, Maldives foreign minister Abdulla Shahid had also expressed his gratitude to Modi for helping seven Maldivian nationals come out of China.

It takes a special type of person to be unnerved by the news of his professed brother recieving help, no matter the source.

Probably the same category who presume to speak for others in a misguided belief of what "brotherhood" means.

We muslims need ti be more pragmatic . Just because cow is revered by Hindus we are looking away from benefits of cow products. In TN cow products including cow drug and cow urine are used for various purposes by all. Let's not get blinded and jahil. Try and understand before rejecting. The IAF plane bringing back Indians from Wuhan had gone with a consignment (15 tonnes) of Indian medical relief for COVID-19

An Indian Air Force special aircraft on Wednesday brought 15 tonnes of medical supplies from India to the virus-hit Chinese city of Wuhan and later left with 112 Indians and foreign nationals stranded in the city.

External Affairs Minister S Jaishankar described the consignment of relief material as a strong expression of India's solidarity with the Chinese people in their "difficult time".

The C-17 Globemaster military aircraft brought around 15 tonnes of medical assistance comprising masks, gloves and other emergency medical equipment sent by India.
The Indian Embassy, which coordinated the operations, said that after unloading the relief supplies, the flight carried 112 Indians and foreign nationals to Delhi.

76 Indian nationals are returning home on this flight, which also has on board 23 nationals from Bangladesh, 6 from China, 2 each from Myanmar and Maldives and one each from South Africa, USA and Madagascar. Wish them all a safe journey and good health, Indian Ambassador to China Vikram Misri tweeted.

The six Chinese were stated to be the spouses and family members of the Indians. They were expected to undergo a 14-day quarantine in India like their previous batches to ensure that they are cleared of the COVID-19 virus.

An Air India flight was also put in service to repatriate the Indian crew and passengers from coronavirus-affected cruise ship Diamond Princess docked at the Yokohama port near Tokyo, Japan.

Indians, on board the cruise ship off the Japan coast, who have not tested positive for the novel coronavirus, were repatriated on Wednesday. The Air India flight will also land in India on Thursday.

The Indian embassy in Japan in a tweet said that "those fulfilling conditions and consenting to repatriation to India on 26 Feb being facilitated by the Indian government".
A total of 138 Indians, including 132 crew and six passengers, were among the 3,711 people, on board the Diamond Princess ship when it docked at the Yokohama port, near Tokyo, on February 3.

India operated two special Air India flights on February 1 and 2 and airlifted 647 Indian nationals, mostly students, and seven Maldivian nationals.

Wednesday’s flight was cleared by China after allegations of delay by Indian officials.

China's worst-hit Hubei province and its capital Wuhan have been under complete lockdown since January 23.
"This assistance has been provided in the wake the Corona virus outbreak in China and the request by China to provide supplies such as masks and medical equipment," a press release by the Ministry of External Affairs said.

In a letter to Chinese President Xi Jinping on February 8, Prime Minister Narendra Modi had expressed India's solidarity with the people and government of China and also offered assistance in this "hour of need as a gift".

"The medical supplies will help augment China's efforts to control the outbreak of this infection which has been declared as a Public Health Emergency by the World Health Organisation," it said.also celebrate 70th anniversary of establishment of diplomatic relations this year," it said.

"The assistance being sent today is also a mark of friendship and solidarity from the people of India towards the people of China as the two countries
