New Delhi: The Commerce and Industry Ministry has cleared 16 defence licence proposals with investments worth Rs 613 crore, a move aimed at boosting defence manufacturing in the country.


The Department of Industrial Policy and Promotion (DIPP), which comes under the Commerce and Industry Ministry, has so far issued 73 industrial licences in the defence sector in the last one year (since June 2014), against 50 licence granted during 2011 to May 2014, the ministry said in a statement.

"These (73) include 16 proposals with proposed investment of Rs 613 crore, cleared in recent licensing committee meeting," it said.

The proposals cleared in last meeting, held on June 10, included applications from major players like Pipavav, Tata's, Samtel Thales, Solar Industries, Titagarh, Wagons and Premier Explosives.

"Many of these proposals were pending with the government for last several years," it added.

It said the approved licences are for manufacture of various kinds of arms and ammunition such as helicopters, aircraft, radars, bullet proof jackets, bullet proof helmets, ammunition fired from artillery, tanks, rockets and missiles, mortar bombs, grenades, vessels of war, electronic war-fare systems, night vision devices, howitzers, armoured vehicles and UAVs.

Further, it said the government had increased the initial validity period of industrial licence for defence sector to seven years from earlier three years, further extendable up to three years, in view of the long gestation period of defence contracts to mature.

The government now expects that these measures will give a boost to the private participation in the vast opportunities available for defence manufacturing in India, it added.

Procurement of Bullet Proof Jackets

Bulletproof jackets (BPJs) are scaled item. They are procured and provided to the armed forces as per laid down policy. The procurement case of 1,86,138 BPJs is at Trial stage and the case of 50,000 is at Technical Evaluation Committee stage.

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri Neeraj Shekhar and Shri Arvind Kumar Singh in Rajya Sabha today.

Delay in Acquisition of Bulletproof Jackets

The Defence Acquisition Council (DAC) had accorded Acceptance of Necessity (AoN) in October, 2009 for procurement of 3,53,765 Bullet Proof Jackets (BPJs), including quantity 1,86,138 to be procured in the 11th Army Plan. The Request for Proposal (RFP) was issued to 36 vendors on 3.3.2011, but had to be retracted on 8.12.2011 to address issues in respect of conduct of trials. The RFP was issued again on 7.12.2012 to 39 vendors. However, as none of the BPJs produced by the vendors for trials were found to be compliant to the RFP parameters, the RFP was retracted on 5.10.2015. A fresh RFP has been issued on 4.4.2016. On completion of the technical evaluation of the offers, trials will be scheduled by Army Headquarters. However, to meet the immediate requirement of BPJs, an order for supply of 50,000 BPJs, through revenue expenditure route, has been placed on 31.3.2016, against which the first consignment of 5000 BPJs has been delivered on 15.10.2016.

Bullet Proof Jackets to Paramilitary Personnel

The Central Armed Police Forces (CAPFs) are procuring Bullet Proof Jackets as per scale of authorization to meet the requirements of their operational strength. Operational requirements, in particular, of combat personnel, change as per theatre specific challenges. Required steps are initiated by forces to meet the requirement of Bullet Proof jackets accordingly. The scale of authorization for different theatres is as given below:



Counter Insurgency Operations Duties:

630 Bullet Proof jackets per Battalion comprising 7 Companies and 540 per Battalion comprising 6 Companies offering 90% per Company for Operational duty.

Border Guarding Force

150 Bullet Proof jackets per Battalion for border guarding force including 15 Bullet Proof jackets per Company on Zero line patrolling.

Frontier/Sector/Range Headquarter.

40 Bullet Proof jackets per Headquarter.

Training Centre of Assam Rifles

100 Bullet Proof jackets.

Deployment of BSF In Tripura, Cachar& Mizoram (TC&M) Frontier.

480 Bullet Proof jackets per Battalion

Tools available with Police to Control Crowds / Protesters

Police is a State subject, hence State Govt. concerned is mandated to take measures to ensure protection of their police personnel. However, Govt. of India provides central assistance for procurement of various safety instruments/equipments including Anti-Riot Equipment, Full Body Protector, Bullet Resistant (BR) Jackets, Bullet Resistant (BR) Helmets, MSL, Tear Gas, PAVA Shells, Chilli Water Cannon under the scheme of Modernization of Police Force (MPF) as per their operational requirement and strategic priorities to the State police. Similar assistance is separately provided to the CAPF for safety instruments/equipments for their personnel. These personnel are also imparted requisite training and regular mock drills to deal with such situations effectively.

Bureau of Police Research & Development, MHA, report “Précis on Crowd Control” exhaustively dealt with various problems and challenges that arise in controlling crowds and maintenance of law and order. As per the report, water cannons developed by the DRDO are commonly used in crowd and riot control for dispersal or to prevent movement on particular position and are considered most effective methods to disperse mobs.

As regards the use of “laughing gas” for controlling crowd, as less harmful detergent, BPR&D has not conducted any test/trial to asses its suitability for riot control.

Special Uniforms and Bulletproof Jackets

Requirement for special uniforms for safety of soldiers deployed on borders / field areas in the country is assessed regularly and provision for introduction of new items / improved version of existing items is made as per prescribed procedure.

The Government undertakes procurement of Bullet Proof Jackets (BPJs) and other necessary protective gears / garments for soldiers from time to time as per authorization. During 2016-17, 50,000 BPJs have been procured for Indian Army through Revenue route. Procurement of 1,86,138 BPJs through Capital route is under Buy (Indian) category, is at trial stage. Further, a contract for procurement of 1,58,279 Ballistic Helmet through Capital route has been concluded in December 2016. Upgradation and provision of improved version of special uniforms is a continuous process for which necessary steps are taken regularly.

What is that in dollars- And is U.S getting a piece of the action too ?:)
Its around 92 million dollars and equipment is basic stuff like bulletproof jackets , helmets and uniform so dont think any import will be involved

Designing of Indigenous Bullet-Proof Jacket

Dr. Shantanu Bhaumik, Amrita University, Coimbatore has claimed that he has developed Bullet Proof Jackets (BPJs) which is based on thermoplastic composite materials using carbon as a reinforcement for making Hard Armour Panels of BPJ. However, in his claim he has not submitted any kind of trial result for the authentication of technology developed for BPJ.

Larsen & Toubro Limited Coimbatore has submitted proposal for development of Light Weight Bullet Proof Material in association with Amrita University Coimbatore. Prof Shantanu Bhaumik of Amrita University is the academic support for the project. The project is yet to sanction under Technology Development Fund (TDF) scheme which focuses on funding the development of defence and dual use technologies that are currently not available with the Indian defence industry or have not been developed so far and inculcate Research and Development (R&D) culture in Micro, Small & Medium Enterprises (MSMEs) for defence applications.

NEW DELHI: A proposal to procure 1.86 lakh bullet proof jackets for the armed forces is in progress, the government told Rajya Sabha today, amid rising incidents of cross-border attacks on security forces along the Line of Control in Jammu and Kashmir.

Minister of State for defence Subhash Bhamre, replying to a question, said that 50,000 such jackets have already been delivered to the Army.

"A proposal for procuring 1,86,138 bullet proof jackets (BPJ) is in progress," he said, adding that the Defence Research and Development Organisation (DRDO) is engaged in the project.

"In addition, 12 Indian companies have been issued industrial licenses for the manufacture of BPJs," he said.

The Army has been pressing the government to procure the bullet proof jackets as soon as possible.

The minister, to a separate question, said 297 army personnel were killed and 336 were injured while on duty between 2014 to 2016. Thirty personnel from Indian Air Force have also laid down their lives during the period.

Replying to another query, Bhamre said ordnance factories have been directed to take a set of specific safety measures in the wake a bomb explosion in one of the buildings in ordnance factory in Jasbalpur in March.

To another question, he said the government is pursuing the procurement of an additional C-17 heavy lift aircraft for the Indian Air Force. India has already bought 10 C-17 aircraft from the US.

Government Contracts World Class Bullet Proof Jackets for Army Under ‘Make In India’ Initiative

A major contract through capital procurement route, for procurement of 1,86,138 Bullet Proof Jackets (BPJs) has been signed. The impending requirement of the Indian Army for effective BPJs, has been met after successful conduct of stringent field evaluation trials.

The contracted BPJs have contemporary and state-of-the-art specifications with added protectional level and coverage area. These ergonomically designed BPJs have modular parts, thereby providing immense protection and flexibility to soldiers operating in different operational situations ranging from long distance patrolling to high risk room intervention scenarios. The new BPJs will provide 360 degree protection to the soldier in combat, including from latest hard steel core bullets.

The concerns for BPJs for the Indian Army, have been raised at the highest levels, even in the civil domain and media reports amidst heightened security situation, along the borders and in the hinterland in the disturbed areas. The provisioning of this operationally urgent and very critical equipment concerning personal ballistic protection, will boost the confidence of the soldier and provide moral ascendency to security forces.

The case was processed as a ‘Buy Indian’. The provision of these new BPJs was done by Indian manufacturers who were successful in the trials. This has given an impetus to the ‘Make in India’ initiative of the Government, and provides confidence that the Indian Industry is capable of fulfilling the requirements of Indian Army for its personal protective equipment.
