Indian Government To Sell 10 Percent of HAL

The Indian government has decided to sell 10 percent of its stake in Hindustan Aeronautics Ltd. (HAL).

With the proposed 10 percent equity sale, HAL shares will be listed on the Indian stock markets for the first time. The listing of HAL will not affect ownership, as the Indian government still will hold nearly 90 percent of the shares. But the board of directors would gain members from outside the government and bureaucracy.

The partial stake sale of HAL is likely to be increased in coming years, but the government is unlikely to shed its control, a Defence Ministry official said.

Currently, the other state-owned defense units whose shares had been sold to the public include Bharat Electronics and Bharat Earth Movers.

HAL has annual sales of about $3 billion and orders worth $10 billion in hand. HAL's hands are full as the license producer of the Russian Sukhoi, the British Hawk and the selected multirole fighter. In addition, HAL is the sole manufacturer of helicopters, aircraft and UAVs, and is developing the light utility helicopter and Light Combat Aircraft.

HAL was formed in 1964 with the merger of Hindustan Aircraft with Aeronautics India and Aircraft Manufacturing Depot. The company has 19 production units and 10 research and design centers spread across eight locations.

HAL is also the lead agency for the license production of Medium Multirole Combat Aircraft program, in which the Dassault Rafale and the Eurofighter are in final competition. After the selection, the fighter will be license-produced at HAL facilities.

Indian Air Force sources said they are not convinced HAL will be able to absorb the technologies involved in the license-production of either advanced fighter.

There also had been problems in the license-production of the British Hawk at HAL facilities, Air Force sources added.

They need to sell 51% so that new owners can change the whole company.

indian defence industry can't grow until and unless we encourage the investment of private firms into this sector .

HAL and ADA should be made independent.
HAL should go on with Russia, Mki,PAKFA,FGFA....
ADA should be given LCA Mk1,MK2,Mk3, AMCA in which private firms should be encouraged and we should ask F22 radar & engines for AMCA

would have been better if more stakes were allowed to sale.I would have loved to see some one from private sector as a member of the Board of Directors.

Can anyone explain why exactly they are doing this as I assume it is not for any particular financial gain. Is it to improve efficiency to be run more as a private company?

Sell 50% of HAL to TATA's or L&T so that improve the work culture which is the single most weakness in HAL.

p.s:- I dont mind even if they sell 100% as long as it is to the TATAs or L&T.

Too late action i think government should sell 49% of its stake in HAL to private players so that it could become more compitative.

They need to raise over $10 billion to manage budget deficit. The only way they can do it is to dissolve shares in PSU's. I believe this is a part of that process. Also Government mandated that all PSU should at least have 20% (not sure about the number) of private partnership last year.

i think all the major conglomerates need to make a indigenous defense and aerospace company with each conglomerate holding a major share like TATA L&T etc

ADA don't have infrastructure while HAL has on the other hand NAL is almost on the verge of closing but it has infrastructure which our defence companies utilizes from time to time.

I think 2 consortium will be good...

1) ADA + NAL + MMRCA winner + Indian private sector : they can work on AMCA + MMRCA + AURA + Rustam + RTA-70 + Saras (By this consortium NAL's resources can be utilize and ADA research can be used alongwith a whole new partner. ADA can build AMCA from whatever they have learnt from MMRCA and they can even rope in that winning MMRCA company for AMCA and AURA projects).


2) HAL + Russians + Indian private sector : they can work on Super 30 mki + FGFA + Tejas + MRTA + Helicopters [Dhruv, LCH, LUH, IMRH] + other upgrades except Mirage if MMRCA goes to france
(By this consortium HAL can now use their experience to finally build something. They have been receiving ToT for around 3 decades. Its now time to analyze whether spending money on ToT is actually helping HAL or not. Apart from this its high time HAL should also spend money on RnD. The whole work are done by DRDO's laboratories and HAL enjoys the benefit. Third reason is HAL has a long history of building Russian origin air-crafts and they should stick to it. Lastly, HAL will be busy in building and upgrading Super 30 mki and Tejas mk1 and mk2 for the major part of this decade and when they are done they will be free build FGFA. Giving MMRCA also to HAL will definitely cause mismanagement, huge delays along-with huge cost-over-runs. )
