MALDA: A farmer was killed and his 13-year-old nephew sustained bullet injuries when Border Guard of Bangladesh (BGB) personnel allegedly shot at them at Makarhaat border outpost of the BSF on Monday morning. The area falls under Hemtabad police station of North Dinajpur. A police complaint has been lodged by the deceased's brother.

Indo-Bangla border of Hemtabad became tense with one Indian farmer was shot dead by Border Guard of Bangladesh (BGB) and another injured this morning. The incident took place around 9.30 am at Makarhaat Border out Post of battalion number 121 of BSF under Hemtabad police Station of North Dinajpur district. Panicked villagers rushed out from their field and tension gripped the border village.

Farmers of Malaun village situated on the border plough land which falls on the Bangladesh side of the border.

At 9.30am on Monday, farmers went to their field like any other day and an argument broke out between them and the BGB. Farmers alleged that BGB prevented them from reaping corns which led to a scuffle following which a BGB guard of Battaion 02 opened fire.

While one of the farmers Abdul Farid, 32, died on the spot, his nephew Sur Alam, 13, was injured and sent to Raiganj hospital.

On getting the news, SDO Nandini Saraswati visited the spot along with Hemtabad police station officials. Saraswati said, "We have got a complaint that BGB fired unprovoked at the Indian farmers and one of them died on the spot. We are taking all necessary precautions to keep the situation under control on the Indian side of the border." She hinted that a flag meeting between BSF and BGB would be held soon.

Abdul's father Hafijuddin Mia who was present at the spot gave his account to the SDO. Later a police complaint of murder was lodged by Najimul Hossain, Abdul's brother.

The newly-elected parliamentary secretary cum district Trinamool chief Amol Acharya said, "I've come here on directions of the chief minister. The victim's family will get Rs 2 lakh as compensation from the state government."

Late in afternoon, a flag meeting between BSF and BGB was held at the border.

A large portion of the land of Indian farmers in Malda and North Dinajpur have fallen outside the border fencing which has led to movement being restricted for the Indian farmers. Taking this opportunity, Bangladeshi miscreants had reportedly reaped their harvest.

Local panchayat samity sabhapati Sibani Majumder said, "The farmers lose their crops often. Even BGB indulges the miscreants. But firing was certainly unheard of in our otherwise peaceful border."

Mamata takes umbrage against BSF killings on Indo-Bangla border

KOLKATA, JAN 18: West Bengal chief minister Mamata Banerjee has expressed deep anguish and indignation at the Border Security Force (BSF)’s wanton firings on the Indo-Bangladesh border. In a scathing criticism of the BSF’s role on the border, she warned that her government had taken strong exception to the trigger-happy actions of the Indian border guard personnel.

It is reported that she lodged a written protest note to the federal home ministry about the recent firing incident at Hili in Dakshin Dinajpur on 2 January when an Indian was reported to have been killed in BSF firings. She also drew attention of the central home ministry to the 16 killings in BSF firings during last six months. She reportedly asked the concerned home ministry authorities to take appropriate steps to stop this type of firings on the border by the BSF.
Giving this information to newsmen at the Writers’ Buildings on Thursday, the state home department secretary Basudeb Banerjee said that the chief minister’s protest letter on BSF firings was forwarded to the central home ministry recently. Refusing to part with a copy of the letter, he said that the state government was in touch with the authorities of the BSF (South Bengal) for the redressal of the chief minister’s grievances on the BSF role on the border.
He however declined to elaborate further the tenor and content of discussion with the BSF high-ups. Meanwhile, the additional director general of the BSF (South Bengal) B D Sharma asserted that faced with joint attacks of Indian and Bangladeshi criminals – mainly cattle-smugglers – on the border, the BSF was generally forced to resort to firings as self defense measures. Giving statistics, he said that during last six months, altogether 26 smugglers – 13 Indians and 13 Bangladeshis – lost lives during midnight firings. At the same time, he claimed that smugglers killed 2 BSF jawans and injured 201 officers and jawans during this period. Sharma explained the modus operandi of BSF
action on the border while dealing with cross-border criminal activities.

He explained that before resorting to firings, BSF first applied ‘stun gun’, and then lob ‘tear-gas shells’ and ‘pump-action gun’ to disperse the law-breakers on the border. If all these measures failed to disperse the attacking smugglers, BSF then felt compelled to open fire. The BSF ADG also asserted that because of restraint on the part of BSF, the border firings were reduced substantially in 2012 (26 dead in firings) in comparison to over 100 in 2011.
He disclosed that in a recent bi-partite meeting with Border Guard Bangladesh (BGB), it was agreed that in dealing with border criminals, non-lethal weapons would be used. Queried about the displeasures of the state chief minister, he said that they had sought an appointment with the CM to explain the BSF stand on the issue.

Maybe you are reading only one side of the story and failing to appreciate the real issue of smugglers who may resort to violence and kill BSF officers as also BSF's conscious efforts in view of BD public opinion to reduce fatal shootings?

Request you to take a balanced view of the matter, thats essential if the issue is to be resolved.

Pls note not one BSF Jawan was killed by smugglers when BSF was ''trigger happy'''in 2008, 2009 and 2010. But one each have died in 2011 and 2012. Also no of attacks on BSF by smuggles have gone up since in 2011 BSF signed agreement to use non lethal weapons

One hundred and ninety seven jawans have been injured, most of them critically, in attacks by smugglers in the border in 2012. In 2011 it was 136, increasing from 56 in 2010. In 2008 only 23 BSF jawan were injured and in 2009 the figure was only 8.
