They are still stuck in a C19th mindset where numbers>quality, until this is addressed (not going to happen anytime soon) this despicable state of affairs will continue.

I some what disagree with this ,it has nothing to do with quantity. Well in the case of salary or pension we can make this argument as it is running expenses but this is capital expenditure.

Fact is there is deep seated corruption in armed forces whether it is procurement or posting some palm rubbing has to take place. When we give tender for even small ticket items like these or land vehicles at exorbitant prices to foreign companies it not only speaks about our capability manufacture but also our capability to maintain a professional fighting force. Time & again it shows up like kargil coffin scandal or bullet vests.

Every time ex-armed forces personnel raise the issue of pay parity they just forget the fact that they are also partner to the crime. Though India inherited a organized force with effective process from british we simply have failed to reform it for the modern world needs. Whether it is the buffoons in the defence ministry where civilians rule the roost or the mute generals who prefer to continue the tradition of silence , none of them have risen to the occasion to get rid of the malady,

Which Indian product have you ever used? Use Boroplus dude... Oops thats an Indian product and carries a disclaimer that it may not work on Pakistanis.. Damn!! But hey, you know what, you may actually give it a try as its been manufactured without any insight and so it might actually work on Pakistanis too..
