I agree with you on the tine frame it seems a little unrealistic but if this is coming from the CG they must have an idea of what is going on. Secondly the finances is not really an issue the CG budget is over $2bn right now and is set to increase over this time frame as the economy grows at 9%+ over this period. Considering India will spend more than $100bn in the next ten years just on modernisation finances are not an issue.

Indian Coast guard as a 8 Billion USD Acqusition budget for the next 10 Yrs
As far as Surface vessels are concerned
It is True that Indian Coast guard will acquire 160+ Surface vessels in next 10 yrs but what u guys dont know is the size of these vessels

120 of the 160 New Vessels would be Fast interceptor boats and SAR boats weighing around 200 Tons and costing Between 6-10 Million USD
Rest 45 odd ships would be Patrol Boats , OPV , Howercrafts , weighing between 1400-2200 Tons

As far as Aircrafts are concerned , Bulk of them would be some 70 odd choppers , rest will be a combination of Dornier Patrol aircrafts , Sea Planes , Reconissance aircrafts

if we MOD increase Coast Guard fleet. then i dnt understand why IAF or IN want amphibous aircraft ???

I would say these aircrafts will include mainly helicopters, for transport, or patrol roles on the coastal areas, but also from some of the CG patrol vessels. Amphibious MPA like the Be 200 in good numbers makes also sense for them, in SAR roles, because they are faster and offer more range than helicopters.
