There are many ways to look at it.
1) It shows that Indian COAS is just like any law-abiding citizen waiting in the car for the signal to go green.
2)The COAS in India is not a big shot like other regional countries.
3)What will India do in a crisis situation if the COAS cant reach his office on time.
4)Indian politicians know how to keep the civil and military servants at bay.

There has been a change in culture in India in this regard. Only people who are allowed protocol and Red Beacon are President and few top ministers. Others including bureaucrats, judges, police, military etc are no longer allowed to inconvenience the populace.
A welcome change I would say.

Literally nobody other than defence enthusiasts know about the military leadership in India. I can bet you that 95% of the population (and I'm being very generous here) don't know there is something that is even called as COAS in India.

Funny thing is in most Indian movies head of of Indian Army is referred to as Commander in Chief rather than COAS, they don't even bother to do simple research on google to find out that commander in chief of army is the president of the country.

The whole Indian army is stuck, why is it surprising that her chief is stuck too.

This! This is the case in India. Most people in India do not care or think about armed forces. This is is especially true when you move towards the southern part of the country.

I'm surprised that Pakistan seems to care so much about this army rank. In India, only the civilian politicians are relevant. Most of the time, provincial politicians dominate the news. This means even Modiji is not most relevant for people.

Well, in India and Pakistan, an Army Chief is a government official lower in rank to that of Secretary of Defence, the difference is, India treats this position as such but Pakistan doesn't.

A sipah salaar is no ordinary guy.
We like giving importance to ours.
That's why the huge difference in morale of the two militaries.
A smaller military tales on a much much larger one and has been doing so for 70 years in multiple dimensions.
We would like to keep it that way.
