PANCHKULA, India (AP) — Several north Indian cities were under a security lockdown Thursday, a day before a court was expected to issue a verdict in a rape case involving the flamboyant leader of a quasi-religious sect.

With tens of thousands of followers camped along roads near the barricaded courthouse, police and paramilitary soldiers fanned out across the town of Panchkula and nearby areas.

The bearded guru, who calls himself Saint Dr. Gurmeet Ram Rahim Singh Ji Insan, has denied the charges of raping two of his female followers in the Dera Sacha Sauda sect.

"We are here because we stand with guruji. We have come here to support him," said 20-year-old Nishu Rani, who had traveled to Panchkula with 20 family members from the neighboring state of Punjab.

They joined thousands of men and women, some with children and babies, who had spread out blankets and bedsheets and settled down to wait for the verdict. The sect claims to have 50 million members, promotes vegetarianism and campaigns against drug addiction.

"People who throw away their girl child, or abandon them, guruji is adopting those girls and treating them as his own daughters," Rani said. "Why would someone like him do something so heinous? That is why we are here to support him."

The case was being tried in a special court run by India's top agency, the Central Bureau of Investigation.

Fearing violence in the event of a guilty verdict, some 6,000 police and paramilitary had spread out in Panchkula alone, with thousands more were on standby or deployed to nearby areas including the neighboring city of Chandigarh.

Police were testing drones to use for aerial surveillance and had water cannons at the ready. Three sports stadiums have been set aside in Panchkula and Chandigarh to act as makeshift prisons in case violence breaks out, police said.

Chandigarh also sealed its borders for the next two days to prevent any mayhem from spilling over.

Religious sects like the Dera Sacha Sauda have huge followings in India. It's not unusual for leaders of these sects to have small, heavily armed private militias protecting them.

Clashes in 2007 between the Dera Sacha Sauda followers and members of the Sikh faith left at least three people dead in north India.

In 2014, six people were killed when followers of another religious leader, guru Rampal, fought pitched battles with police who were attempting to arrest him for contempt of court after he repeatedly failed to appear in court in connection with a murder trial.

On Thursday, police were searching vehicles entering Haryana state, where both the court house and the guru's ashram are located, and were turning away people who were carrying food and bedding as if they meant to join the courthouse crowds.

Local officials asked schools, colleges and offices to close on Thursday and Friday. Public transport was also shut down in and around the town.

Dera Sacha Sauda followers being evicted as authorities gear up for Friday's court order against Gurmeet Ram Rahim

CHANDIGARH: After a rap from the Punjab and Haryana High Court, the police on Thursday night started a massive exercise to evict over two lakh followers of Dera Sacha Sauda sect from Panchkula and Chandigarh, ahead of Friday's court verdict against its chief Gurmeet Ram Rahim Singh+ .

A CBI court in Panchkula is set to deliver its verdict in a case involving the Dera chief, where he is accused of sexually exploiting two of the sect's followers.

Gurmeet Ram Rahim has said that he will appear in person before the court on Friday while appealing to his followers to maintain peace.

"I have always respected the law. Even though I am having a backache, still abiding by law, I will go to court (tomorrow). I have full faith in God. Everyone should maintain peace," he tweeted earlier on Thursday.

"He is likely to appear in the court at 2.30 pm," Director General of Haryana Police B S Sandhu said on Thursday.

Expecting violence by the Dera followers, thousands of jawans, including 15,000 paramilitary troops, have been deployed in sensitive areas across Punjab and Haryana. Authorities have also announced several restrictive steps, includingsuspension of mobile internet services+ for 72 hours. The district administration is keeping a close watch on social media posts also, officials said.

Dera Sacha Sauda has a huge following in both the states.

The Army has been put on standby in the highly sensitive Panchkula. In Sirsa, where Dera Sacha Sauda is based, the Army was called out to ensure peace. Curfew has been imposed in Sirsa town and three neighbouring villages, officials said.

Thousands of 'premis', as Dera followers are known, have gathered in Panchkula+ for a glimpse of their 'Pita ji', posing a tough challenge for the security agencies.

The Dera followers camped in parks, on the road in Panchkula to show solidarity with their icon.

The inability of the Manohar Lal Khattar government in Haryana to stop the massive build up earned it a rap on Thursday from the Punjab and Haryana High Court which made it clear it would not allow a repeat of violence witnessed during last year's Jat agitation when several people were killed.

The court, which was hearing a Public Interest Litigation (PIL) filed by a Panchkula resident, warned that it could even take action against the Haryana DGP if proper security arrangements were not made.

On high court's order, the Centre has rushed as many as 150 companies of paramilitary forces to Punjab and Haryana.

In neighbouring Punjab, Chief Minister Amariner Singh authorised the state DGP Suresh Arora to impose curfew, if necessary, to maintain law and order.

The sexual exploitation case was registered against the Dera chief in 2002 by the CBI on the directions of the Punjab and Haryana High Court after anonymous letters were circulated about the alleged sexual exploitation of two 'sadhvis' (female followers) by Ram Rahim Singh.

The Dera chief has, however, denied these charges.

Flag marches were carried out by security forces in Panchkula, Sirsa, Hisar and other places on Thursday while many hospitals were also put on alert as a precautionary measure. The police are keeping a close watch on social media, particularly WhatsApp groups, Facebook and Twitter, and have asked people not to spread rumours, officials said.

Haryana Additional Chief Secretary (Home) Ram Niwas said the ministry of railways had been requested to immediately stop the movement of trains towards Chandigarh for two days. Buses of Haryana Roadways coming to Chandigarh and Panchkula had already been stopped for two days, he added.

A joint control room of Haryana and Punjab would be set up in Sector 9 of Chandigarh where a police officer each from both the states would be deployed for better coordination, he said.

Niwas said that as per earlier orders, Section 144 was imposed in all the districts.

STADIUMS IN PANCHKULA, SIRSA DECLARED SPECIAL JAILS

The Haryana government announced on Thursday that the Chaudhary Tau Devi Lal stadium complex in Panchkula's Sector 3 and Dalbir Singh Indoor stadium in Sirsa as 'special jails'.

Earlier, the Chandigarh home department had declared the cricket stadium in Sector 16, which is associated with early training days of legendary Kapil Dev, as a 'temporary jail on August 25', the day of the verdict.
