So, just got clarified that Indians (or Pakistanis) do not need to issue a NOTAM if the system was fired within a declared 'military operating area'. This would point to a batch trial (hence the color, i.e. no check pattern) launch, 'if' this was not a deliberate hit.

Can India conduct a missile test near border without informing Pakistan or issuing a NOTAM ?

Yes, India can. The Pre-Notification agreement between the two countries only covers ballistic missile tests, which this was not. NOTAMs are compulsory for neutral/international airspace where you yourself cannot control and/or direct air traffic away from the flight path.

I believe it was having warhead after watching many videos and photos of distraction and it was an actual indian missile strike that went failed or we have shot it down …i dont know why we are downgrading this incident which is even most dangerous threat then tha balakot

Testing the response time idea is flawed caz

They cannot b sure that did we choose not to engage or or we couldn't....caz if it's missing vital structures ....they usually don't engage especially with commercial airliners in area ...

Happens every other day in Syria (s400) Saudi ( patriot) and israel (iron dome)

If not the NOTAM in this case, isn't there a Hotline between India and Pakistan to talk about these issues, there must be one.
