India does not issue any seperate visa for Kashmir, as it is a part of the Indian Union. We only issue visas for the whole country. An Indian visa gives one the right to travel anywhere in India, including Kashmir. (For Pakistani citizens though, there is an additional clause that they have to report their travel itinerary to the local police station wherever they go.)
