Jammu: For the first time ever, the Chinese People's Liberation Army (PLA) on Saturday hosted an Indian Army delegation in the Daulat Beg Oldie (DBO) area along the Line of Actual Control (LAC) in Ladakh sector of Jammu and Kashmir.


The day marked a milestone in India-China ties at the border-troops level as the PLA hosted an Indian Army delegation for the first time in the area of Daulat Beg Oldie, a defence spokesman said.

"The Indian delegation was led by Colonel BS Uppal and the Chinese delegation by Colonel Song Zhoanli," he said, adding that the BPM on the occasion of PLA Day is organised every year by Chinese troops with great enthusiasm.

"The occasion was marked by a salute to the Chinese flag and was followed by ceremonial addresses by the leaders of the two delegations. The proceedings reflected the mutual desire of maintaining and improving relations at a functional level at the border," he said.

A cultural programme showcasing Chinese culture and tradition was also organised to mark the occasion. He said that both the delegations interacted in a free, congenial and cordial environment.

"The delegation parted amidst a feeling of friendship and commitment towards enhancing the existing cordial relations and maintaining peace along the LAC," he said.

Further, the spokesman said that "a ceremonial border personnel meeting (BPM) on the occasion of PLA Day was conducted today at Chinese BPM Hut in Moldo Garrison in Chushul Sector of Eastern Ladakh".

The delegations were led by Brigadier JKS Virk from the Indian side and Senior Colonel Chen Zheng Shan from the Chinese side, a defence spokesman said.

Indian and Chinese troops were last year locked in an over three-week long stand-off in the Chumar and Demchok areas of eastern Ladakh which was resolved by way of an understanding reached between the two sides to carry out disengagement and redeployment of border troops to restore the "status quo ante".

Beijing: The border meeting of Chinese and Indian army officers shows that "bilateral ties are getting warmer", a state-run Chinese daily said on Tuesday.

People`s Daily said that Chinese and Indian officers met at India`s highest airfield on August 1 and opened their fifth border meeting point.

The daily cited analysts as saying it is the second border meeting point set up over the past year, "which indicates China and India have made great efforts to safeguard border stability, and that their bilateral ties are getting warmer in many aspects".

The two sides met for the first time at Daulat Beg Oldie in northern Ladakh. The area had seen a three-week-long tense stand-off between the armies of either side in April 2013.

It's impressive there is a buiding like this in DBO area where harsh envirnment all around and the stand-off happened.

China media see border meet a step forward - The Hindu
The Chinese state media is praising the opening of the fifth border meeting point between India and China at Daulat Beg Oldie in Ladakh as a major step to keep the frontiers calm.

Yet, acknowledging that the process to strengthen peace and tranquillity was being incrementally and consistently strengthened, diplomatic sources told The Hindu that it would be “premature” to conclude that Sino-Indian ties have already been fundamentally realigned.

“That could happen and we are hopeful, but we are still looking at specific and definitive markers which would indeed demonstrate and repose confidence that the relationship has been firmly re-tracked,” the sources observed.

People’s Daily, China’s official newspaper, is quoting from an article which had first appeared in the state-run tabloid Global Times, in which analysts said that Sino-Indian ties were “getting warmer in many aspects” as this was the second border meeting point to be set up between the two countries over the past year.

The August 1 designation of Daulat Beg Oldie as a border meeting point was also symbolically significant as it coincided with the celebration of the People’s Liberation Army (PLA) Day.

In May, the two countries opened another border meeting point in Kibithu in Arunachal Pradesh, called South Tibet by China. There have also been media reports citing the scope of complementarity and reconciliation of China’s Belt and Road initiative with India’s Act East Policy.

However, sources pointed out that the Indian side was yet to pick any clear signals, which would suggest that the Chinese position was shifting on big-ticket bilateral issues. For instance, during the meeting between Chinese President Xi Jinping and Prime Minister Narendra Modi at Ufa in Russia on the sidelines of the summit of the Brazil-Russia-India-China-South Africa (BRICS) grouping, “there was no visible change in the Chinese position on the China-Pakistan economic corridor, which passed through parts of Azad Kashmir,” the sources observed.

During his visit to China in May, the Prime Minister had also imparted urgency to clarification of the Line of Actual Control (LAC), without prejudice to the positions held by either country on the final resolution of the boundary question.

The sources stressed that India had defined a minimalist approach, where tensions would be significantly eased if the two sides shared information on each other’s perception of the LAC.

Without elaborating, the sources pointed out that the Chinese had previously signalled a shift in their position on resolving the crisis in Afghanistan, but of late Beijing “did not seem to be particularly accommodative of Indian interests” in Kabul.

The Chinese were also following a hyphenated approach by tying support to India’s membership to the Nuclear Suppliers Group (NSG), with Pakistan’s request, the sources said.

“The Sino-Indian relationship has definitely been energised in all spheres at the highest level over the past year but we are still waiting to scale some of the defining hurdles,” they observed.

Jammu: A new Border Personnel Meeting (BPM) point was on Saturday operationalised at Daulat Beg Oldie along the Line of Actual Control in Ladakh sector, which would serve as the northern-most meeting point between armies of India and China.

The point was operationalised in line with the Border Defence Cooperation Agreement signed between the two countries in October 2013, Defence Spokesman for Northern Command Col SD Goswami said.

"This will be the northern-most meeting point between armies of both countries on the LAC near DBO," the spokesman said, adding, it would go a long way in ensuring peace and stability along the LAC in Eastern Ladakh.

The point is strategically important as it is the second meeting point, after Chusul, in Eastern Ladakh.

To celebrate India's 69th Independence day, the Indian Army also hosted the Chinese PLA at special border personnel meetings at Chushul and Daulat Beg Oldie (DBO).

Addressing both delegations during the function, the Indian side extolled the virtues of maintaining peace and stability along the LAC.

The Chinese delegation was led by Senior Colonel Liu Geping.

In the inaugural Border Personnel Meeting at DBO, a PLA delegations took part in the celebrations hosted by the Indian side, he said.

The celebrations showcased Indian culture and traditions wherein apart from dances and songs, an old form of martial arts called 'Gatka' was performed by the troops, while the 'daredevils' of the Indian Army Signal Regiment performed acrobatics on their motorcycle, Col Goswami said.

A volleyball match was also organised fielding mixed team of both Indian and Chinese troops.

The Chinese delegation participated in all the events with equal zeal and enthusiasm, he said.
