Pakistan is already stuck in the tar pit called arms race and spending more than India as compared to its GDP and as a result lagging economically.
Whereas India has maintained a perfect balance between economy and defense and as our economy becomes more stabilized and as our industrial output increases you can expect even more than USD150 billion for defense modernisation.

A strong economy only further enforces a strong military, a weaker economy makes for a country to be dependent on other countries for its defence purposes.

Hence being engulfed in an arms race.

Spending on modernization is a common pracrice among every other military in the world,.except for the 2nd hand jets part, few acquisition of used military equipment means you are making smart choices large numbers of the same means you have no option but to buy 2nd hand stuff, like in Pakistan's case.
Smart would be spending on R&D, like we are doing with our own AIP, missiles and jets.

pakistan is becoming more and more self relient in military equipments. R&D has increased significantly in pakistan specially after increas in higher education in the country. Pakistan higher education has increase like a nuclear chain reaction since 2002.
