Indian-American woman captains US warship to India

That's interesting.... USN's mainstay warships are commanded by a commander. Aren't the master of the ship a captain, which is senior to commander.
There is a difference between 'grade', 'rank', and 'title'. A 'grade' like O-6 which for the US Army would be 'Colonel' but the US Navy would be 'Captain'. Both grades would draw the same pay but have different ranks. For the enlisted, an example would be E-4 which for the USAF would be 'Senior Airman', a non-NCO rank, but for the US Army, an E-4 would be 'Corporal', the first NCO rank.

For the USN, an O-5 has the rank of 'Commander', can be a 'Captain' of a ship that is not something like an aircraft carrier. The 'Captain' here is a title and is an appropriate address for the person holding that command. The higher the grade approaching O-6, the larger the ship. For an aircraft carrier, there can be several O-6s reporting to a more senior O-6 or an O-7, an Admiral. Navies have plenty of traditions that can be very confusing and this 'grade' versus 'rank' versus 'title' certainly is one of them.

1. She is widow of Late Indian PM Rajiv Gandhi and Indian Citizen since 1983.
2. She is not PM of India. Constitutionaly India is ruled by PM Manmohan singh.

Glad to see Indian American taking a lead here but i guess she benefited because of her roots and this is very well thought appointment by Americans to appear more friendly and I don't see anything wrong with it.

Untrue to a point. Officers must be US citizens, but non-citizens can enlist.

US Military Enlistment Standards -- Citizenship

In order to join the US Military, you must either be a US citizen, or you must be a legal permanent immigrant, physically living in the United States, with a green card. The US military cannot and will not assist with the immigration process. If you are not a US citizen, you must legally and permanently immigrate to the United States first, via the regular immigration procedures and quotas, establish a residence, and then (if you meet the other qualifying criteria), visit a military recruiter's office and apply for enlistment.

For enlistment purposes, citizens of the United States include citizens of: Guam, Puerto Rico, The U.S. Virgin Islands,The Northern Marianas Islands, American Samoa, The Federated States of Micronesia, and The Republic of the Marshall Islands.

Not all legal immigrants may be eligible to enlist. Applicants who have been residents of countries considered hostile to the interests of the United States require a waiver. See your local recruiter for the most current list of countries considered hostile to the interests of the United States.

While non-citizens may enlist, they will find their job choices extremely limited. DOD policy prohibits granting security clearances to non-U.S. Citizens. Therefore, non-Citizens. who enlist in the United States military will be limited to those jobs which do not require a security clearance.
