Not completely true! Many restrictions are indeed in place to curb the possible transfer of such weapon; but they can be defeated.

Exactly. Forget about this, last year when Antony went to US there were reports that US might offer us nuke subs behind the curtain. Who knows such a deal might have happened because US will definitely want to keep this deal behind the curtain if they decide to sell the sub.

Not sure about this. The last time India leased out a nuclear sub from Russia, it wasn't allowed to buy since it wasn't a part of NPT. That hasn't changed to date. But with US going all out to bend rules in the NSG for India you never know.
