Chief of the Army Staff (COAS), Bipin Rawat on Tuesday stated that the soldiers should be allowed to use social media for their benefits, and no kind of restrictions should be in place on the usage. It is reported that the government had been planning to curb the usage of social media for the defence personnel.

There are already strict guidelines in place for any soldier while using social media. But the Army chief is not one of those who believes that major restrictions should be in place.

Speaking to media, he said, "What I feel is social media is here to stay. Soldiers will use social media as a means of communication."

"Our adversaries will use social media for psychological warfare and deception. We must also liberate social media, to our advantage. Can we therefore use social media to educate our soldiers on what we wish to do," he further added.

The Army chief further added, "Can we also liberate social media, for psychological warfare and deception, not just in conventional warfare, but in combating proxy wars, insurgencies and terrorism. It is possible. How do we go about doing this?

"For doing this, you need to have an organization in place. Organization at all levels. And it is in the backdrop of this, that we have undertaken a study in the army headquarters, for restructuring the headquarters within."

Further explaining his point, Bipin Rawat mentioned, "How do we then ensure that the social media platform becomes an important adjunct of our information warfare strategy? As was rightly brought out, do we need a directorate general of information warfare or can we within our own organisation, that is we have the ADGMO-IW, we have the ADGPI, can we amalgamate some of our existing resources and ensure that social media becomes part and parcel of our life in the army?"

In an investigation conducted by Republic TV, it was found out that terror groups used social media, especially Whatsapp as a tool to spread terror and hatred against India. There are over 300 Whatsapp groups controlled by the terrorist organizations, with Hizbul Mujahideen, LeT and Jaish-e-Mohammed using the social media to spread propaganda. Around 6000 people have been instigated to join stone-pelting on the Indian army through this method.

In the past, the Army chief has been very vocal about how the enemies of the country use social media for their own benefits. Earlier this year, he warned his forces about the misuse of social media by those with propaganda. Last year, he had stated that social media is being used to mislead the youth of the country.
