To be honest, Its not really a comparison, China is ahead of everyone on the entire planet in terms of rail. Though there is still room to grow in many areas, particularly in the west and in the north.

Also for some reason China hasn't done as well exporting its high speed rail, which is surprising. The French seem to be dominating that aspect. Idk if its a financing issue or a diplomatic issue but the chinese are behind in that aspect.

Indian railway is on the stage of 1997-2000 Chinese railway. When Chinese railway ungraded railway to 120-160 km/h on trunk routes. Made in China 160km/h passenger trains were running on some routes. Railway passenger demands increased dramatically and infrastructure needed more capacity. Then it came with the massive plan of high speed railway building.
