India to modify its Baglihar dam

Nobody is really bad after all. It is just some policies and history that makes conflict. I believe they learned about this problem when they faced the Chinese. Nonetheless, good news!

Still I don't understand why this issue was taken to WB. WB has not Objected to India's position at all and Already over 80% of Dam is constructed. Guess who lost ?

One way its good for India and Pakistan because nobody can complain.

After all we are not that bad.

After all you are not that good too :)

India was forced to make changes as India and Pakistan are signitory to a treaty according to which after so much investigations India was about to loose and feared a total decision in favour of Pakistan which forced her to change. so i think in this case India saved her skin its not that they are so poised .

WB is very much involved. All our river pass thru India. The problem started when India built a dam on Sutlej virtually drying up the riverback in the 50's. There was a fear the India could dam up all the rivers. Pakistan took this matter up at the international level and after years of negotiation water flows of Sutlej, Ravi and part of Chenab were given to India. Pakistan got Indus, Jhelum and part of Chenab. This was in 1960.

As compensation for the loss of river flows, a very complex canal network was planned with the world bank financing the whole scheme. International Bank of Reconstruction and Developmnet (IBRD) otherwise known as World Bank is therefore a party to both the letter and the spirit of the agreement. What is surprizing is that this agreement has lasted as long as it did. Perhaps due to the reason that without water there is no life and Pakistan is prepared to defend her share of water with force; the alterante being death by starvation.

The dam was built India showed the design, Pakistan engineers even came for Inspection. Still Pakistan Objected asked for modifications even when 80% of project was built.
India's contention was it was Obeying the treaty but Pakistan still took the matter to WB, has the situation changed ?

the report says that India will be ALLOWED to change the design.
Nowhere it says that it has or it will in the future...the news article is very vague and points to future possibilities and not what action has been planned or is even in the planning stages.

Though if it DOES go through, good that it would allay pakistan's fears. They shud change the design if it helps remove concerns.

Hmmm India's position was to create a reservoir than a lot more quantity than it was allowed to. It also wanted to make the floodgate levels way down allowing it the capacity to empty the reservoir onto Pakistan.

Pakistan did not want India to scrap it (though it would be preferred by many in Pakistan) but did not want India to have the ability to dry out a Pakistani river or use the dam as a weapon.

It says Allowed because Pakistan pushed for a the maximalist position, which it did not get. India also pushed for the maximalist position of creating the dam as it is.

With this decision, India can't use the dam as a weapon but it can produce the energy, it wanted to. So basically, everybody who was nice, wins.
