India still dominates Pak's strategic threat perception: US April 06, 2011

Pakistan's efforts to launch a comprehensive fight against terrorism are greatly hampered by its perceived threat perception against India [ Images ], United States President Barack Obama [ Images ] has said in a new report to Congress.

"As India continues to dominate their strategic threat perception, large elements of Pakistan's military remain committed to maintaining a ratio of Pakistani to Indian forces along the eastern border," Obama said in the third-quarterly report to the Congress on Afghanistan and Pakistan sent on Tuesday.

"This deprives the Pakistani counter-insurgency fight of sufficient forces to achieve its 'clear' objectives and support the 'hold' efforts and causing available army forces to be bogged down with 'hold' activities because there are insufficient trained civilian law enforcement personnel to assume that responsibility," Obama said in his 38-page classified version of the report.

Due to flood in Pakistan last year, the offensive military operations Pakistan had envisioned for Khaibar Pakhtoonwah and the Federally Administered Tribal Areas in the second half of 2010 were overtaken by events, he said.

"Militants were impacted by the floods as well, so we did not observe significant offensive actions on their side, but as Pakistani forces ceased offensive operations, extremists extended their control to areas without sufficient Pakistani central government-provided security and governance," he wrote.

Between October 1 and December 31, 2010, Obama said Pakistani security forces remained largely static, generally focusing on maintaining the security of previously cleared areas in the FATA and KP and continuing to support flood relief operations. There were small but notable security operations in November and December in Orakzai Agency and Dir District, but no major operations.

National attention during the reporting period focused on the need for continued flood relief and the start of early recovery efforts, he said.

"The military served as a force of stability during the monsoons, ensuring that Pakistani and international emergency resources were available for rescue and relief operations. The Pakistan Army [ Images ], Air Force, and Navy committed large numbers of personnel and resources to the flood relief operations throughout October and November," he said.

The civilian government's response suffered from a lack of coordination and reflected broader shortcomings in the government's ability to execute the civilian "hold" and "build" phases of COIN. The last quarter of 2010 saw no progress on effectively executing the COIN cycle in KP and the FATA.
 
Obama needs to shut up and think about his own people. create jobs for them and help them getting out of Afghanistan

Do Pakistanis actually think that India wants to invade and take over your homeland? I think that India has enough head aches already without attempting to take over another nation by force. If USA / NATO / UN can't do it why would India think they could? I don't think India wants to kill Pakistani civilizans, fight against Pakistans army, or try to be a threat at all. This is like India's unbased fears of China. China has a lot of weapons, but they aren't made for use against India aggressively; yet India feels the need to get stronger. Strength to defend can be seen as the power to invade. This is a cognitive issue where perception and intent are at odds with each other.

If Pakistan moved troops to help better deal with natural disasters / terrorism into other parts of the nation and India attacked the court of the world would find India to be the villian here. And India knows that, and would NOT attack Pakistan, full stop.

But that's just my point of view and others are completely allowed to disagree with me to their heart's content.

No its not the same....Pakistan attacked us all the time. It was never our fault that their leaders get so much on power that they will believe that they can overthrow India. Their were opinion during those wars that they will have next days lunch in Delhi but instead Indian forces reached Karachi. So its just their Ruling party who is creating this fear that India will attack among their citizen while the facts point to something else.

As far as China is concerned China has also attacked us in the past so its not some unbiased fear, these are precautions based on China's history and their army's recent aggressive approach along the border in India. There government talks something else and there army on the border talks something else. The situation is just like Pakistan, only difference is power at the center is still with the communist party and China is way to powerful.
 
Given a country with most strained relations and a arch enemy with a booming economy, technically advanced armed forces. And do they expect not to have a higher threat perception?

On the funny side if we are not able to get our enemy to not even consider us a threat man we wasted so much money on all these weapons, should have give to me.....

India crossed INTERNATIONAL BORDERS and invaded Pakistan twice.

Once in 1965, when it crossed INTERNATIONAL BORDERS and invaded Lahore, Pakistan.

The second time was in 1971, when it crossed INTERNATIONAL BORDERS and invaded East Pakistan and broke Pakistan and made Bangladesh. The same India is dreaming for Balochistan province of Pakistan.

SO yes, India is the biggest threat to Pakistan.

No other country has done to its neighbour what India had done to Pakistan.

We Pakistanis will never forget. We will even teach our children and grandchildren not to trust india/indians.

Not to mention the hatred Indians have for Pakistanis and Muslims in general as evident from indian senior member kinetic trolling account and his posts.

By the way, we have only internationally recognized disputes with India and no other country. We wish all our other neighbours the best. We Pakistani Muslims will not fight our own people for some one else's war. This is what our enemy, India, wants Pakistan to do. Having a neighbour like India on our eastern and western borders is the worst imaginable thing for Pakistan. Thats why fighting the Afghan Taliban is not in Pakistan's interests. Afghan Taliban are the only people who will not allow any indian presence in Afghanistan.

nopes the solution in anyones favor would result in change of balance. As in if it is in favor of china goi will be doomed in second with one billion people actually hating china literally. Same goes for china. So its better for the right time then getting in chaos... With india china cannot have a pie and eat it too

Whose talking about an invasion? What we fear is that India might decide to teach Pakistan a lesson and capture strategic locations inside Pakistan. If the Indians are successful in doing that, we might have to make painful concessions against India and will be forced to accept India as the Big Brother of South Asia. It will not matter what the world will say if the Indian tanks have moved in and captured 100km of our territory, they will hold the upper hand because they will be holding our land hostage.

It is simply an excuse from the Indian side that their weapons are aimed at China, they are and have always been aimed at Pakistan. Just look at the positioning of the Indian military, the cream assets of their military are deployed on their Western borders against Pakistan. Thus we are forced to ensure that we have adequate deterrence on our borders that in case the Indians act naughty, we have the necessary punch to thwart their aggressive designs.

He is the one who is feeding Pakistan, he has been providing billions of dollars even in economic downturn. Where the hell do you think Pakistan is getting money to buy J-17 (its just an example) from china.

The Indians are especially interested in Gilgit-Baltistan because it borders Afghanistan. India badly wants a border with Afghanistan.
