No, unless Army is ready to go to war, they will not let PM to issue such statement, this is how it works in Pakistan, Army make the decision of either we are going to War or not . So both Army and Govt is to be blamed if our FM is saying that War is not an option .

Once some sort of development, infrastructure, companies, small to medium industries pop up in Kashmir, you'll then see working class migration into Kashmir. These are mostly going to be East Indians, cow belt Indians, N.E. Indians. They do mostly simple jobs restaurant, chaiwala stuff, manual labor, etc. It's hardly going to be a take over. With this, Kashmiris will also start to increasingly migrate to other parts of India for education, higher pay work, or another, this is something that's happening anyway.

It's nothing dramatic, yet at least.

Media is to be blamed as well. Musharraf's decision to give licences to private media was a big mistake. Media hardly ever covers Kashmir issue.

People calling for war need to be a bit more practical and realistic here. Remember, the PA will be readying for something that even the American military is not capable of doing. Preparing to fight and win against an enemy that is more than 7× bigger than you..................Truth is, Pakistan can win this, if the indians initiate the war, not the other way round. What Pakistan needs to do is re-energise the Kashmiri resistance and carry out black-ops against the indian occupation forces. We need to push the indians so much that they will try to initiate a war against us. That's where we'll have the advantage. We also need to highlight the Kashmiri struggle globally and make it a focus for global Jihadi movements.........this will lead to a debilitating blow to indians and their psyche..................we also need to funnel new conventional advanced weapons systems produced by the Chinese to those fighting against indian occupation forces............Especially since those weapons are now at the same level as American and Russian arms...................The Chinese will get to see how good their weapons are in an actual armed conflict........

According to Pakistani constitution elected PM is the boss of COAS and Corp Commanders, it is not the other way round as you are stating here.
